It is the policy of the Florida Department of Education that applicants for employment undergo level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.

All applicants for employment or to volunteer who are selected for an interview will be provided with the Consent to Background Screening form for level 2 screening, the Affidavit of Good Moral Character, and the Notice of Rights. The leading candidate for employment or to volunteer will be required to execute the Consent form and Affidavit, report to a designated location, and submit fingerprints for level 2 screening.

Level 2 background screening shall include, but not be limited to, fingerprinting for statewide criminal and juvenile records checks through the Florida Department of Law Enforcement, and federal criminal records checks through the Federal Bureau of Investigation, and may include local criminal records checks through local law enforcement agencies.


This position typically is hired at the pre-broadband salary minimum of $3,029.81 per month. The salary may be negotiable dependent upon years of experience, education level and available salary rate.

Preference given to persons with rehabilitation counselor certification (CRC) or who are eligible to sit for the certification exam within one year of hire date. Information concerning the certification process can be found at

A recommended applicant possessing a Certified Rehabilitation Counselor (CRC) certification or national credentials in interpreting for individuals with hearing loss, shall receive a one-time $3,000 base pay increase added to the recommended salary upon appointment, subject to availability of dollars and salary rate.


This is a vocational rehabilitation professional position responsible for managing, evaluating, training, hiring, facilitating and providing technical assistance to a vocational rehabilitation unit (cost center) to ensure the provision of vocational rehabilitation services to individuals with disabilities in order that they may attain or maintain employment. The incumbent of this position will access client information, maintain case records, produce correspondence and perform other automated functions within the position's responsibilities.

Evaluates the work and quality of casework, to ensure that team members work in partnership with eligible individuals to attain a quality employment outcome. Communicates, plans and prioritizes strategies using community resources and comparable Manages and coordinates financial resources to ensure effective and efficient provision of services according to state and federal regulations and policies.

Ensures accuracy of data from the unit team. Plans, devises, develops, and collaborates with community partners, including employers, to assure the appropriate use of financial resources and comparable benefits to achieve employment outcomes.

Evaluates staff performance by monitoring the quality of rehabilitation outcomes. Provides technical assistance, identifying and analyzing internal and external problems; offers alternative solutions and strategies with individual and/or team involvement.

Facilitates team process improvement to achieve customer independence. Develops and optimizes unit team and individual goals which are consistent with the VR Services' mission through individual and group teaching, coaching, counseling, evaluating, role modeling and participation in Area quality assurance activities.

Establishes evaluation criteria, following Departmental guidelines, for the hiring of the unit team members. Develops resources to recruit qualified applicants. Designs and conducts interviews and hires the unit team members. 

Develops and optimizes unit team and individual goals which are consistent with the VR Services' mission through individual and group teaching, coaching, counseling, evaluating, role modeling and participation in Area quality assurance activities. 

Provides technical assistance and specialized training to internal and external customers, including employers. Participates and provides training experiences designed to enhance professional competency in achieving employment outcomes. Attendance at work is an essential job function.

    A bachelor’s degree from an accredited college or university with a major in a social, behavioral or rehabilitative science or education, or related field and three years of professional experience in rehabilitation counseling with the physically, emotionally or mentally disabled or visually impaired; or a Master’s degree from an accredited college or university in a social, behavioral or rehabilitative science or education and two years of professional experience as described above.
    Supervises employees by assigning work, reviewing progress and assessing performance.

    Performs follow-up and maintains client contact through telephone calls and home visits
    Interviews, counsels, and evaluates patients to determine individual therapeutic activity needs.

    Prepares reports on patients' progress and their reactions to various activities.
    Evaluates rehabilitation therapy programs and makes recommendations for adjustment and revisions.
    Conducts in-depth interviews with a diverse group of blind and visually impaired clients to determine their eligibility for rehabilitation services and the feasibility for achieving a vocational independent living or educational goal.
    Determines existing problems and evaluates individual needs for achieving independence in daily living, in acquiring communication skills and/or obtaining suitable employment.
    Develops community contacts for employment opportunities, similar benefits and socialization.
    Assists in the establishment of policies, standards, rules, regulations and guidelines for program planning.
