This position works directly with stakeholders in a scientific research environment. Provide consulting services, data analysis,database impact analysis, data and process analysis, and logical database design. Develop an enterprise view of datamanagement. Assist in establishing and maintaining the goals and objectives of a data administration program.

 

Use logical application entity relationship models, physical database models and supporting data dictionaries. Participate indatabase design and monitoring activities, with adherence to standards. Provide training in data management, informationanalysis and information interpretation skills. Assist in identifying, defining and clarifying the roles and responsibilities ofbusiness managers who determine the content of the data (data stewards) and those who provide the physical storage andprocessing of data (data custodians).

 

DUTIES & RESPONSIBILITIES:

Analyze functional needs and designs solutions for scientific, managerial and enforcement-specific requirements to providethe agency and it's stakeholders with a sound information architecture. Develops and modifies program code. 

 

Coordinate efforts with senior Information Access/Information Science and Management (IS&M) staff to determine at whatpoints in the process it is appropriate for technology to be applied and to what extent. Once these areas are identified, assistin the development of high level database and software design specifications.

 

Coordinate closely with FWC OIT data staff to ensure established standards and protocol are adhered to. Provide input onfuture standards and protocol as appropriate.

 

Establish a positive partnership-based approach to research data management. Participate in public outreach events.

 

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of: Basic principles, processes and protocols used in scientific research, Object Oriented Analysis and Design(OOA/OOD), Microsoft Visio, data standardization, data base structures and theories and data modeling techniques.Knowledge of and demonstrated ability to develop software, structured application design, PC operating systems, distributeddatabase development and implementation, interface design principles and practices.
Ability to: Establish and maintaineffective working relationships, effectively train others, communicate effectively in writing and speech, perform short andlong-range project planning and assess future needs and concerns of information users.
Skill in: Computer operations,analyzing and organizing data for database and software design. Understanding of software development processes and methodologies such asAgile and Rational Unified Process (RUP); familiarity with the Microsoft Technology Stack: Visual studio, C#, SQL Server2008 R2 and forward. Use of Python, HTML5, CSS, JavaScript, ASP.Net, PHP, MySQL, and Azure Cloud Services.


MINIMUM QUALIFICATIONS:
A bachelor's degree from an accredited college or university and three years of experience in computer systems analysis, computer programming and/or information management, two years of which must have been in data design, decision support analysis, or data modeling; OR a bachelor's degree from an accredited college or university in one of the computer sciences or management information systems, and two years of experience in data design, decision support analysis, or data modeling; OR four years of experience in computer systems analysis, computer programming, and/or information management, two years of which must have been in data design, decision support analysis, or data modeling. Experience in computer systems analysis, computer programming, or information management can substitute on year-for-year basis for the required college education.

Excellent interpersonal, team-working skills and the abilityto work in a rapidly changing environment under deadlines are also required.
