The incumbent is part of a global public health organization and is expected located at the Florida Department of Health in Pinellas County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision To be the Healthiest State in the Nation.  Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.  This is a management level position responsible for planning, directing and coordinating a complex, comprehensive human resources management program for the Florida Department of Health/West Central Florida Region HR. This position provides support fucntions for the 12 county Human Resources consotium for each county serviced in this area. This position is based in the Florida Department of Health in Pinellas County and  services the following counties: Pinellas, Manatee, Hillsborough, Citrus, Polk, Sumter, Hardee,  Hernando, Monroe, Highlands, Sarasota and Pasco.

 

Your Specific Responsibilities:

Payroll

  • Creates On-Demand checks for underpayments or adjustments
  • Enters Overpayments in SAMAS and sends employee letter and tracks payments until paid
  • Enters Warrant Cancellations
  • Processes PAR for separations in People First
  • Processes Leave payouts (AL, SL & SC) for Terminations or separations in SAMAS
  • Assists liaisons with tracking and reports timesheets not approved timely

 

Over/Underpayments – Insurance premiums

  • Refunds
  • Voucher State Match
  • Underpayments – advise employee
  • Follow up with Finance for Voucher numbers
  • Coordinate with Benefits/Acct. staff at People First

 

Benefits

  • Assist employees with benefit enrollment (one-on-one and at On-Boarding)
  • Assist liaisons with coordination of different providers for benefit seminars & meetings with employees
  • Assist employees with People First problems and Escalate issues to Headquarters staff when appropriate
  • Ensure benefit information is accurate and up-to-date on the DOH-Pinellas Intranet
  • Coordinate & monitor DROP enrollment process with employees
  • Coordinate and monitor Retirement/Disability enrollment with employees

 

General HR

  • Reports Management – Responsible for accessing the People First System and Impromptu to generate reports..
  • Develop and train various levels of staff on Human Resources specific topics as necessary
  • Reviews personnel rules and policies and makes comments and/or recommendations for change as needed
  • Provides support and back-up as needed for Workers Comp & leave audits
  • Provides BSTP Training as assigned for region new supervisors.

 

This position will utilize Cherwell/FLHealthDesk-HR to complete a variety of the tasks above.  Cherwell is a developing application and new features/capabilities are implemented on an on-going basis.  Some or all of the tasks above may have varying levels of functionality within Cherwell.  Individual performance standards will be developed and assigned in accordance with Cherwell’s ability to monitor and track performance in designated areas.
