Work at Florida Fish and Wildlife Research Institute (FWRI) is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

 

The successful candidate will be a key member of the FWRI Contracts Office.  Duties include but are not limited to:

  • Under the direction of the Contract Manager, position duties include but are not limited to: consult, advise, and assist FWRI staff in preparation of all contract/amendment packets; ensure and review all contract documents for accuracy and routing; consult with and advise staff on changes and corrections to documents as needed; monitor the contract routing process; and ensure compliance and proper processing from proposal to close-out.
  • Serve as liaison between FWRI and contractors, agency contracts office, legal and accounting offices.  Stay up-to-date and review contracts for compliance with state and federal rules and regulations.  Work closely with FWRI Grants and Purchasing Managers.  Ensure budgets are in place and in compliance with agency guidelines, and monitor FWRI’s compliance with FWC requirements.
  • Maintain the current contract list and keep up-to-date.  Develop, maintain and post contract templates for staff as appropriate.  Make useful contract information available to all staff through FWRI’s website.
  • Advise staff of procedures for proper invoicing and reporting requirements.  Review and process invoices for compliance to Comptroller rules.  Monitor and assist staff with tracking reports due and contract expiration date.
  • Evaluate impact, identify problems, and recommend appropriate action regarding contract practices and procedures.  Notify supervisor of any appropriate issues with the contracts process as they arise.
  • Keep internal contracts website up-to-date with appropriate information.
  • Be knowledgeable in using State of Florida (SOF) automated procurement tools i.e. MyFloridaMarketPlace, FLAIR accounting system, FACTS; and a working knowledge of SOF general procurement systems, rules, polices, and procedures.
  • Perform other work as required.  Participate in public outreach efforts, as appropriate.
  • Hours of operation are Monday - Friday 8 a.m. - 5 p.m.

 

Minimum Qualifications

A bachelor's degree from an accredited college or university with four courses in business and two years of professional purchasing or procurement experience which involved competitive bidding; or possession of a Certified Purchasing Manager certificate and one year of experience as described above; or a master's degree from an accredited college or university in business and one year of experience as described above.  Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

 

Knowledge, Skill(s), and Abilities

Knowledge of the principles, practices, and procedures of contract or purchasing policies and procedures.  Ability to work well independently and resolve complex problems using a high degree of business management and team building skills, and effectively supervise others.  Ability to communicate and work with staff effectively.  Ability to collect data and prepare reports.  Ability to understand and apply state and federal policies, rules and procedures of contract or purchasing management.  Establish and maintain effective professional relationships across all agencies.  Skill in the use of personal computers, spreadsheet and word processing software, State and FWC/FWRI contract management programs. 

 

Preferred Experience

Persons with a working knowledge of State Contract or Purchasing Management and associated programs such as FACTS, FLAIR, portal, MS Office suite software are encouraged to apply and may be given preference.  Answers to screening questions must reflect experience indicated in the work history of the State of Florida Job Application (Profile). 

 

WHAT IS OPS EMPLOYMENT? 

Other Personal Services (OPS) temporary employer/employee relationship used solely for accomplishing short term or intermittent tasks. OPS employees do not fill established positions and may not be assigned the duties of any vacant authorized position. OPS employees are at-will employees and are subject to actions such as pay changes, changes to work assignment and terminations at the pleasure of the agency head or designee.
