POSITION DESCRIPTION: Manages, directs and oversees the overall activities of District Traffic Operations Office in accordance with the policies, procedures and rules of the Florida Department of Transportation. Develop and manage the annual operating budget for the Traffic Operations, including Expense, Contract Services Transportation, Materials and Equipment and Work Program budgets.
Manages and directs development and implementation of the district's Traffic Operations and Safety portion of the Work Program to solve traffic operational and safety problems using State and Federal funds utilizing department standards, federal standards and the Manual on Uniform Traffic Control Devices.
Direct and oversees development, implementation and operation of the district's Transportation Systems Management and Operations (TSM&O) Program which includes, but is not limited to Intelligent Transportation System (ITS), Connected and Automated Vehicle (CAV), Advanced Traveler Information System (ATIS), a Traffic Incident Management Program (TIM) and a freeway service patrol (Road Rangers).
Direct and oversees Traffic Safety and Services development and review of traffic engineering studies and analyses, traffic regulations, reports regarding traffic operational safety problems, highway signing and pavement markings, including crash investigations, signal warrants, and access management.
Direct and oversees activities and reviews related to traffic signal systems optimizations, signal timing, traffic signal maintenance agreements and traffic data collection.
Oversee the selection and management of traffic engineering consultants which support Traffic Operations programs and activities.
Oversees all traffic signal, signing and pavement marking plans produced by District Traffic Operations personnel. Oversee and/or approve these plans as necessary as responsible professional engineer. As a registered Professional Engineer, this position oversees and/or signs and seals personally; plans, reports and other documents as required.
Coordinates District Traffic Operations programs and functions with local governments, citizens, consultants, other district units, Metropolitan Planning Organizations, and Central Office. Represent the Department in public meetings/hearings, workshops, and technical forums with other agencies regarding Traffic Operations programs and issues. Provides traffic engineering support for other units within the District and serves as an expert witness for court cases involving traffic engineering; when needed.
Provide effective leadership and direction to staff to ensure accomplishment of departmental duties, and continuous organizational improvement. Manage the overall training and human resources development program for Traffic Operations staff.
KNOWLEDGE, SKILLS AND ABILITIES: Skill in reading, interpreting, and analyzing engineering and technical data; defining analyzing, and solving problems; contract development and administration; managing and directing the use of budget allocations; managing and directing employee activities; leading, managing, and working with diverse work groups of people. Ability to communicate effectively verbally and in writing; understand and use information technology to manage and manipulate data to support activities such as reporting, summarizing, analyzing, planning, measuring performance, and decision-making in an effective, efficient manner. Knowledge of intelligent transportation systems; traffic management and control systems; traffic safety programs; and skill in working with internal and external customers in a tactful and courteous manner.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Professional Engineer Registration in accordance with Florida Statute Chapter 471.
OTHER JOB RELATED REQUIREMENTS: This position requires a level II background check in accordance with the Statewide Law Enforcement Radio System (SLERS)and Section 282.709, Florida Statutes. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.
