Class Title: Environmental Supervisor II -SES

This is a professional working supervisory position which directs many aspects of the Florida Department of Health in Seminole Environmental Health program. The incumbent in this position is responsible for assisting the Environmental Manager in development and implementation of program policies related to Environmental Health program requirements.  This position will ensure personnel in these programs properly apply and implement policies, procedures and requirements to protect the population of Seminole County from environmental hazards, reportable diseases and threats and/or disasters whether natural or manmade.

Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.

Supervises direct reports including motivating, training, providing guidance, and direction.   Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed.  Maintains vacation and work schedules to ensure proper coverage and completes timesheets.  Ensures all staff complete required training and are offered additional training.    

This position will function as the programs supervisor and will be responsible for the following duties of the supervisor including the approving of timesheets, HMS, the granting of leave and will respond to issues that occur in the absence of the Environmental Manager.

This position will assist the Environmental Manager with program monitoring to include, tracking and assigning daily workload, assisting in the collection of delinquent fees, follow-up and tracking permit applications, performing quality assurance inspections and conducting staff ride along in all programs of Environmental Health. This position is responsible for quality assurance and staff development to include the monitoring, assessment, assignment, tracking and delivery of staff training.

This position is a working supervisory position in Environmental Health to include permit review and processing, approving, denying, writing permits, ride along, daily records and assisting with inspections and in all areas of the Environmental Health programs. This position will review the work of Environmental Specialists. This position will be responsible for the onsite program operating permit including contractor enforcement.

This position will be responsible for timely submittal of all paperwork pertaining to assigned programs including EARs, timesheets, etc

This position will perform all other duties as required.          

Required Knowledge, Skills, and Abilities:

Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.

Knowledge of data collection and analysis principles and procedures.

Ability to perform site inspections, collect or evaluate, analyze and interpret scientific or technical data.

Ability to prepare technical reports.

Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.

Ability to understand and follow legislative policy direction as established in Florida Statutes.

Ability to deal with the public in a tactful and courteous manner.

Ability to work independently.

Ability to plan, organize and coordinate work assignments.

Ability to communicate effectively.

Qualifications:

Minimum Qualifications

Certification for Onsite Sewage Treatment and Disposal (OSTDS) from the Florida Department of Health Bureau of Environmental Health

  1. This position is a working supervisory position.  Two years’ supervisory experience.
  2. Bachelor’s degree in environmental science, biology, chemistry or in the natural sciences.
  3. Employee must be able to do the following:
  • Lift 50 pounds
  • Must be able to navigate difficult terrain
  • Must be able to bend, lift, and stoop to obtain soil samples to include digging.
  • Will need to be able to safely work out doors in inclement weather.
  • Will be required to travel in and around Seminole County up to 80% each day
  1. Must possess a valid Florida Driver’s License or a valid driver’s license from another State and obtain a Florida Driver’s License within 30 days of hire.

Emergency duty required of the incumbent includes working in special needs shelter or performing other emergency duties including but not limited to, response to or threats involving any disaster or threat of disaster man-made or natural.
