Your Specific Responsibilities:

This role entails the direct supervision and oversight of several Environmental Public Health programs for the Florida Department of Health in Sarasota County. Principal responsibilities encompass managing program operations, supervising personnel, ensuring adherence to relevant Florida Statutes, Florida Administrative Code, Sarasota County Ordinances, and Department of Health policies, as well as maintaining program documentation within the Environmental Health Database (EHD).

 

The incumbent is responsible for overseeing programs including Food Hygiene, Group Care Facilities, Non-Emergency Medical Transport Services (NEMTS), Certificate of Public Convenience and Necessity (COPCN), Mobile Home and Recreational Vehicle Parks, and Tanning Facilities. Duties involve reviewing applications, issuing or denying permits, conducting and supervising inspections, investigating complaints, coordinating enforcement actions, and preparing recommendations or presentations concerning ordinance-related issues for the Sarasota County Board of County Commissioners. Additionally, this position leads investigations of foodborne illness outbreaks in collaboration with Epidemiology staff and provides support for Environmental Public Health programs across various domains such as Sanitary Nuisance Complaints, Onsite Sewage Treatment and Disposal Systems, Public Drinking Water Systems, Public Swimming Pools, Healthy Beaches, Biomedical Waste, Tattooing, and Body Piercing. The incumbent ensures staff maintain required certifications, provides training and professional development opportunities, and promotes consistent program quality through audits and field standardization. As a member of the DOH–Sarasota Emergency Preparedness Team, the incumbent may supervise environmental health strike teams, support ESF-8 operations, or serve in shelter management roles during emergencies. This incumbent reports directly to the Environmental Administrator – HLTH.

 

  1. Group Care Facilities: Supervises the Sarasota County Group Care Program in accordance with Chapters 64E-12 and 65C-22, Florida Administrative Code, along with related statutes and DOHP 150-4.
    1. Oversees inspections of residential and non-residential group care facilities, including assisted living facilities, adult day care centers, childcare agencies, schools, treatment centers, and correctional facilities.
    2. Reviews applications and inspection records to ensure compliance. Ensures coordination with the Florida Agency for Health Care Administration, the Department of Children and Families (DCF), Early Learning Coalitions, and other relevant licensing authorities.
    3. Conducts program quality audits, reviews staff work for accuracy, and documents enforcement actions for entities found noncompliant. Provides education and outreach initiatives to facility operators and stakeholders.
  2. Food Hygiene: Oversees Sarasota County Food Hygiene, Safety, and Sanitation Program in accordance with section 381.0072, Florida Statutes; Chapter 64E-11, F.A.C.; DOH Program Manual 150-4; and Sarasota County Code, including §124-140 (Doggie Dining).
    1. Ensures inspections, plan reviews, and complaint investigations are completed in a timely and uniform manner.
    2. Conducts program quality audits and ensures facilities are correctly risk-categorized.
    3. Supervises foodborne illness complaint investigations and outbreak response in collaboration with Epidemiology staff.
    4. Provides training, field standardization, and oversight of direct reports’ inspections and records.
    5. Reviews and processes Doggie Dining applications under Chapter 124-140, monitors compliance, conducts inspections, and enforces requirements related to designated outdoor dining with dogs.
    6. Issues legal enforcement actions, prepares notices of violation, and coordinates with DOH legal counsel and county attorneys as needed. Maintains program records in the Environmental Health Database (EHD) and ensures accurate data entry.
  3. Non-Emergency Medical Transport Services (NEMTS): Directs and coordinates inspections of non-emergency medical transport vehicles to ensure compliance with applicable Sarasota County ordinances, codes, and Department of Health (DOH) policies.
    1. Administers the Sarasota County Non-Emergency Medical Transportation (NEMTS) program in accordance with Sarasota County Code, Chapter 50, Article VIII.
    2. Ensures that no individual or entity provides, operates, or advertises non-emergency medical transportation services without obtaining and maintaining a valid NEMTS permit as mandated by ordinance.
    3. Reviews and processes NEMTS vehicle permit applications and renewals to verify legal sufficiency, adherence to county requirements, and compliance with health and safety standards. Supervises, coordinates, and conducts inspections of NEMTS vehicles to verify conformity with sanitation, equipment, and operational standards specified in county regulations.
    4. Prepares recommendations and supporting documentation for the Board of County Commissioners (BCC) concerning new permits, renewals, and amendments to the ordinance. Collaborates with the Sarasota County Attorney’s Office, DOH legal counsel, Sarasota County Emergency Medical Services (EMS), and the County Medical Director on enforcement actions, ordinance interpretation, and administrative procedures.
    5. Holds regular industry meetings with NEMTS providers to review requirements, gather feedback, and communicate program updates.
    6. Organizes and conducts additional stakeholder meetings related to NEMTS requirements and prepares and presents proposed ordinance amendments or revisions to the BCC as needed.
    7. Maintains accurate records in accordance with county and department standards, ensuring consistency with Environmental Health program databases.
  4. MOBILE HOME AND RECREATIONAL VEHICLE PARKS: Responsible for supervising and monitoring the Sarasota County Mobile Home and Recreational Vehicle Parks Program to ensure compliance with section 513, Florida Statutes, Chapter 64E-15, Florida Administrative Code, and Department of Health policies.
    1. Reviews applications, evaluates plans, and issues or denies operating permits in accordance with statutory and rule requirements.
    2. Conducts or oversees routine inspections of mobile home parks, RV parks, and recreational camps, and investigates complaints related to sanitation, water supply, wastewater disposal, and general health and safety.
    3. Maintains accurate records in the Environmental Health Database (EHD), ensures required documentation and reports are completed, and initiates enforcement actions when violations occur.
    4. Provides education and outreach to park owners, operators, and residents to promote compliance, safe operation, and protection of public health.
  5. Certificate of Public Convenience and Necessity (COPCN): Oversees and coordinates Sarasota County’s COPCN program in compliance with Sarasota County Code, Chapter 50, Article II.
    1. Supervises and coordinates the Sarasota County COPCN program in accordance with Chapter 50, Article II of the Sarasota County Code of Ordinances, section 401, Florida Statutes, and applicable Department of Health policies.
    2. Reviews and processes new, renewal, and amendment applications for nonemergency medical transportation providers, ensuring legal sufficiency and prompt action as mandated by ordinance.
    3. Maintains precise program records, compiles reports, and guarantees that all application processing, renewals, and enforcement activities are thoroughly documented in accordance with reporting standards.
    4. Collaborates with Sarasota County Emergency Medical Services, the County Medical Director, the County Attorney’s Office, and DOH Legal Counsel regarding administrative, legal, and policy matters pertinent to provider operations and ordinance enforcement.
    5. Conducts regular stakeholder and industry meetings, gathers feedback on proposed ordinance amendments, and prepares memoranda, presentations, and recommendations for the Sarasota County Board of County Commissioners.
  6. TANNING FACILITIES: Responsible for supervising and monitoring the Sarasota County Tanning Facilities Program to ensure compliance with section 381.89, Florida Statutes, Chapter 64E-17, Florida Administrative Code, and Department of Health policies.
    1. Reviews and processes applications, issues or denies annual permits, and ensures timely renewals in accordance with statutory requirements. Conducts or oversees routine inspections of tanning facilities, investigates complaints of unsafe practices or overexposure, and initiates corrective or enforcement actions when violations occur.
    2. Maintains accurate records in the Environmental Health Database (EHD), prepares reports, and ensures program documentation is complete and standardized. Provides education and outreach to facility operators and the public to promote compliance, safe operation, and consumer protection.
  7. Environmental Public Health (EPH) Program Support: Provides support as necessary across all Environmental Public Health programs to ensure continuity and compliance with applicable statutes, rules, ordinances, and departmental policies. Duties may include assisting with oversight of Environmental Public Health Sanitary Nuisance Complaints, Public Drinking Water Systems, Onsite Sewage Treatment and Disposal Systems, Public Swimming Pools and Spas, and the Healthy Beaches Program. The position also supports compliance and enforcement in Biomedical Waste, Tattooing, and Body Piercing programs through inspections, complaint investigations, and stakeholder communication. Coordinates with statewide and district program coordinators to ensure consistent interpretation and application of public health requirements, while maintaining accurate data entry and timely reports in the Environmental Health Database (EHD).
  8. OTHER DUTIES: Performs additional duties as assigned by the Environmental Health Director or Designee.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of Florida Statutes, Florida Administrative Code, Sarasota County ordinances, and Department of Health policies related to Environmental Public Health programs, as well as public health principles, sanitation practices, disease transmission, risk-based inspection methods, and enforcement procedures.
  • Skill in supervising and developing staff, conducting inspections and investigations, performing program quality audits, preparing reports and enforcement actions, and ensuring accurate program records in the Environmental Health Database (EHD).
  • Skill in program management, including application review, permitting, stakeholder engagement, and coordination with Sarasota County divisions, state agencies, legal counsel, and community partners.
  • Skill in effective communication, both written and verbal, including preparing clear reports, recommendations, and presentations for leadership, stakeholders, and elected officials.
  • Ability to interpret and apply complex statutes, codes, and ordinances, analyze data to evaluate program performance, implement improvements, and make sound professional judgments under pressure.
  • Ability to manage multiple programs simultaneously, establish and maintain effective working relationships, resolve conflicts, and participate in emergency preparedness and response activities, including shelter management or field deployments.

 

Qualifications:

Minimum –

  • Valid FL driver’s license
  • Two years of experience working in the EPH programs
  • CEHP certification in accordance with 64E-18.003, Florida Administrative Code and 381.0101, Florida Statute.

 

Preferred –

  • REHS/RS certification
