JOB DESCRIPTION:

The primary function of an Economic Self Sufficiency Specialist I involves determining the eligibility of applicants and recipients for public assistance programs, including food assistance, Medicaid and temporary cash assistance.  The duties of an ESSI include analyzing a broad range of documentation and entering data into a computer-based eligibility system while adhering to time sensitive agency deadlines.  The majority of the workday is spent gathering data from the customer by phone and their on-line application and entering it into the FLORIDA computer system.  ESSIs are responsible for calculating and authorizing monthly benefit amounts based on financial information and household composition.  This is a very challenging position in a high volume, production-based environment and requires the ability to multi-task and adapt.  ESSIs are expected to handle a large volume of work and be flexible to change at any moment.     

Your application will be reviewed to determine if you meet the minimum requirements for the position and if so, you will be contacted via email to participate in a math/reading comprehension work sample and a computer skills sample.  You must attain a passing score on both work samples to be interviewed for the position. 

All staff will be hired initially as OPS (DCF temporary employee position) and paid $12.76 per hour.  OPS employees are not eligible for benefits including leave accrual, however they may be eligible to enroll in health insurance benefits.  Upon successful completion of training, a demonstration of proficiency in the position, and availability of a career service position, staff may be eligible for a career service position and all benefits offered.  If hired for this position, you will attend a Pre-service training and study the policy and regulations that govern the State of Florida’s public assistance programs.  This training may be virtual, in a classroom setting, or a combination of both.  During training, you will be tested on the material and must attain a passing score on each test to continue employment.  All applicants must have the ability to attend virtual training. Virtual training requires the ability to successfully navigate a desktop or laptop computer, have a working built-in or external webcam and microphone, have internet access, and have a work space free of interruptions.  All applicants must be highly proficient in their computer navigation and typing skills, and able to work independently in order to successfully complete the Pre-service training and be successful in the position.

 

 MINIMUM REQUIREMENTS:

To qualify for the position an applicant must have an Associate degree or 60 semester or 90 quarter hours of college. Equivalent experience where the major responsibility was conducting interviews, recruiting, determining eligibility, conducting investigations, processing claims, billing or collecting accounts, checking credit, processing insurance policies or claims, or providing customer service in a lead/supervisory position on a full-time basis can substitute on a year for year basis for the required education

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Apply the policies, procedures, and programs governing the agency.
  • Apply the laws, rules, and regulations governing eligibility and grant determination for multiple public assistance programs and the case administration of these programs.
  • Communicate with others to obtain and verify information concerning eligibility.
  • Detect and evaluate potential fraudulent situations.
  • Analyze and interpret written, numerical, and verbal data from various sources.
  • Be detail oriented and enter data accurately into a computerized system.
  • Navigate through computer screens, and complete and review basic computer documents and other forms.
  • Plan and organize to ensure work is completed in accordance with regulations relating to eligibility and timeliness.
  • Read, understand, apply complicated and detailed regulations, and policy directives.
  • Perform a variety of mathematical computations accurately and rapidly.
  • Prepare clear, concise and accurate records and other documentation.
  • Establish and maintain cooperative working relationships with the public and staff.
  • Be proficient in the use of the computer including exceptional computer navigation and typing skills.
  • Follow written and oral directions and instructions.

BACKGROUND SCREENING REQUIREMENT

  • It is the policy of the Florida Department of Children and Families that any applicant being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and, if applicable be screened in accordance with the requirements of Chapter 435, F.S., and Chapter 408, F.S.   No candidate may begin employment until the background screening results are received, reviewed for any disqualifying offenses, and approved by the Agency.  Background screening shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies.  Employees are subject to background re-screening at least every five (5) years.
