This position will serve the Highlands County Health Department as the Systems Administrator in areas concerning the Information Technology Department, through participation with agencies from state, county and municipalities, and community agencies and businesses.


Bachelor’s degree preferred and/or a combination of education and experience totaling one to three years in Information technology or Information services. Incumbent must possess a valid Florida driver's license and have a motor vehicle to carry out these duties.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency or as needed.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.


This work is in the review and support of multiple computer systems for use by end users.  Additionally, subsequent selection and installation of various system components of the telecommunications portion of the Network sites and the connectivity of all users to external sources via telecommunications.  Also included are specific programming needs relative to importing or exporting data from existing systems to inside and outside sources via program code.

Establishes daily priorities and work tasks using a Help Desk Type ticket system.  Properly records project time and/or problems for analysis later by management.   Provides the technical expertise to insure the operational functioning and maintenance of all personal computers, printers and other peripherals.   Assists in the formation of policies and procedures to safeguard the system and the data integrity.  Plans and provides specific advanced level technical assistance and direction to the Administrator or other personnel with regard to the selection, installation, implementation, training of users on the use of telecommunications as they relate to the Network as well as the site -to -site telecommunications.  Performs complete installation of all computer equipment insuring that all software is installed correctly and conforms to the Department of Health standards.  Independently facilitate all equipment repairs with contracted repair vendor.  Provides support for phone extension moves and repairs.  Move computers and peripherals when necessary.  Assist end-users in third party software package problem resolutions and end user support including the following software:  Windows Server 2003/2008/2012, Windows 7, Excel, Word, PowerPoint, Outlook, and Adobe.  Maintains and develops standards in areas of network configuration, software installation and access, program documentation, backups, file retrieval, virus detection, disk management, and library maintenance of program documentation, software packages and manuals.  Manage all SMART Phones and tablets.  Assists with physical planning as it relates to installation of automated office systems throughout the agency to include consideration of building modifications, air conditioning requirements, electrical requirements, cabling, etc.

Plans, designs and coordinates a distributed processing system (short and long term) with statewide or area networking in a multi-agency environment.

Consults with agency administrators and users to conduct information assessments to determine user needs and to define systems requirements. Provide training to staff on various computer/software/programs.

Designs a distributed computer systems environment with appropriate hardware, operating systems software, applications software and communications components to solve business/office problems for a wide area or statewide multi-agency network.

Conducts research and development in distributed processing and information system technologies to support the planning and enhancement of the statewide distributed computer systems network including hardware, software and communications resources.

Administers the designs, codes, tests and documents computer applications and interfaces applications with existing mainframe applications or data bases.

Establishes methods for use of the distributed computer systems including hardware, software, communications and user training.

Interfaces with all state agencies distributed systems support groups to ensure the distributed processing plan is consistent with the agency objective, and is compatible with existing applications and security requirements.

Coordinates and ensures the standard implementation of policies, procedures and systems operations with local computer support personnel.  Develops and maintains hardware configuration plans for distributed processing systems.

Evaluates and selects vendor packaged software or custom written packages from agency or external sources when appropriate.

Conducts on-going system audits to evaluate the utility, efficiency and performance of the system's hardware, software, and communications components and the effectiveness of user training programs in meeting management information needs.

Acting as a technology consultant to leadership and all other staff on issues associated with the Department.

Representing CHD in areas concerning the Information Technology Department, through participation with agencies from state, county and municipalities, and community agencies and businesses. Lectures to groups as requested. Attends and participates in department professional and managerial conferences and meetings as requested.

Handling highly sensitive complaints, inquiries and emergencies

Responsible for inventory control using ASSET Management and both Highlands and DeSoto County procedures and policies including Physical counts. Coordinates with agency management for the acquisition of and contracting for hardware, software, and services (including maintenance).

Acts as an administrator in the HMS area.

  • Coordinates with Management and Staff on the implementation of new modules in the HMS System.
  • Installs all new modules.
  • Act as a consultant for inquiries into system changes and upgrades and resolves operational problems.
  • Monitors HMS performance and recommends efficiency improvements.
  • Coordinates use of the organizations data to ensure data integrity and control redundancy.
  • Coordinates the Billing Module of the HMS System

Maintains fiscal related data bases in the module, including the Service Code file and Fee Schedule.

Provides technical assistance to all employees in regards to the HMS system.

  • Analyzes complex data problems with the HMS System and works closely with program supervisors and staff to resolve them.
  • Efficiently handles all software maintenance and upgrades to the HMS System, consulting/coordinating with Department of Planning and Evaluation in Tallahassee as appropriate.
  • Assists Programmer/analysts in Tallahassee by beta testing enhancements to HMS routines or modules as requested.
  • Provides training to staff on the new HMS System changes and upgrades.

Placing new users into the Network System (Active Directory) in accordance with DOH and Local CHD security guidelines and protocols while establishing and maintaining facilities in accordance with the IT Risk Assessment Document.  Establishing e-mail accounts and setting up new computers and user profiles using advanced system tool to insure conformity and replication of systems.   Coordinates departmental responsibility for all hardware acquisition, installation, maintenance, inventory, and end user support.  Create and manage GPO’s to ensure user connectivity and start up scripts.

Responsible for Badge system access control for physical entrance.

Responsible for Telecom equipment and software to include moving extensions, modifying software and troubleshooting hardware and software issues.

Back Up Information Security Coordinator for Highlands and DeSoto County Health Department.  Will work with Information Security Coordinator with implementation and maintenance of local security policies. 

Attends meetings and training sessions directly related to the responsibilities of the position including the Process Improvement team.  Performs other related duties as assigned including requirement to work during or beyond normal work hours or days in the event of an emergency.  Employee abides by State/Federal laws governing confidential and public information.  All other duties assigned by supervisor.

Performs courier service for daily bank deposits and outgoing mail to post office. Assists with incoming and outgoing mail.  Ensures that bank deposit is made by 3:00 p.m. each day.

Assumes duties as the systems administrator.  Monitors, answers, coordinates and/or completes help tickets in a timely manner.

Incumbent must possess a valid Florida driver's license and have a motor vehicle to carry out these duties.
