The incumbent, a General Services Specialist – SES an employee of the Florida Department of Health in Highlands County (DOH), represents the agency and its mission and values.  The incumbent is part of the organization and is expected to promote cooperation, courtesy, and teamwork in a diverse environment.  This position will directly supervise the IT, Vital Statistics, and Facilities departments and is under the direct supervision of the Administrative Services Director I.

 

Duties and Responsibilities:

Assures the proper execution of contracts between the DOH-Highlands and the private sector, governmental entities, and non-profit organizations in accordance with Florida Statutes and FDOH Policy.

This includes solicitation of potential providers, drafting the contract, outlining services and deliverables, and monitoring. Responsible for the coordination, development, and monitoring of the annual contract between the Highlands County Board of County Commissioners and the Florida Department of Health. This includes the routine review of reports, analysis of trends, corrective action plans, and contract amendments as required.

 

Provide support and assistance to the Administrative Services Director including, but not limited to, working with managers and administrative staff to clarify questions which includes tracking and reporting fund usage by Other Cost Accumulators (OCA).  Monitors all expenditures and revenues monthly against the budget for all sub-programs and OCAs to ensure OCAs are aligned with allotted amount.  OCAs are to be zeroed out and should not be over expensed causing a deficit.  This includes working with managers, monitoring monthly and updating as needed/requested.

 

Verifies the inventory of the Vitals Statistic safety paper monthly.

 

Incumbent is the backup Safety Coordinator for Highlands DOH.  The backup Safety Coordinator is responsible for conducting safety inspections and fire drills at Highlands DOH sites according to policy. Develop and maintain safety and loss prevention plan, policies, and procedures when the Safety Coordinator is unavailable.

 

This position is the DOH-Highlands IT Disaster Recovery Coordinator and is responsible for planning and directing the detailed information technology activities before, during, and after a disaster.

 

Ensures the standard implementation of policies, procedures, and systems operations with local computer support personnel. Conducts audits to evaluate the effectiveness and efficiency of data and voice systems.

Represents DOH-Highlands County in areas concerning the Information Technology Department, through participation with agencies from state, county, and municipalities, and community agencies and businesses.  Attends and participates in department professional and managerial conferences and meetings.

 

Performs other related duties as required in the support of the Agency’s vision and mission.

Qualifications:

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): Incumbent must possess a valid Florida Driver License or the ability to obtain one prior to hire. A bachelor’s degree from an accredited college or university.

 

Other job-related requirements for this position:

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Ability to reach, pull, and lift a minimum of 25 pounds.

Ability to accurately perform data entry.

Skill in Microsoft Office Software (Word, Excel, PowerPoint and Outlook) and computer navigation.

 

Working hours: (A) Daily from 8:00 am to 5:00pm Monday through Friday (B) Total hours in workweek 40 (C) Explain any variation in work (split shift, rotation, etc.).  The incumbent will be expected to travel to different sites.
