Education and Training Specialist for the Florida Department of Health in Highlands County maintains the agency’s organizational training strategy and workforce development. The incumbent will identity training and developmental gaps and will develop suitable training initiatives that build a skilled workforce. The Education and Training specialist will work across many departments to assist supervisors in developing department specific training curricula, as well as developing the agency’s overall strategic multi-year training plan. Responsibilities of the incumbent include enhancing employees’ skills, performance, productivity, and quality of work.
Training and Workforce Development
- Develop the organizational and individual multi-year training and development plans that address gaps and expectations.
- Monitor and evaluate training program’s effectiveness periodically and report results to managers and the leadership team.
- Support new hires through the orientation period and on-the-job training process, including facilitating new employee orientation.
- Collaborate with department leaders to identify training needs and develop suitable training programs.
- Develop or oversee the production of classroom handouts, instructional materials, aids, and manuals.
- Coordinate Continuing Education Units (CEUs) for staff needing to maintain licensure.
- Ensure that all staff members complete mandatory DOH training in accordance with state and local policies.
- Assist staff who provide trainings in creating course descriptions and registering participants.
- Design performance expectations and goals that increase staff knowledge in relevant health topics.
Learning Management System (LMS) Administrator
- Create and update user profiles.
- Assign training plans and courses to staff members.
- Create courses and plans.
- Monitor and verify completion of courses.
- Track selected metrics to ensure staff development and training requirements meet or exceed mandated expectations.
- Provide reports for use by employees and managers.
- Manage course registrations/generate class rosters.
Administrative
- Maintain documentation.
- Assist in developing all-staff meetings.
- Assist program management with facilitating and conducting training and exercises.
- Responsible for conference room reservations and coordinating room set-up, audio/video specifications, and acting as liaison for all guest presenters/lecturers.
Performs other duties as assigned.

Qualifications:
Bachelor’s degree in Health or education related field.
Incumbent must possess a valid Florida Driver’s License.
