MINIMUM REQUIREMENTS:
A high school diploma and seven (7) years of professional, administrative or supervisory forestry experience; or
A bachelor's degree (4 years) from an accredited college or university with a major in forestry and three (3) years of professional, administrative, or supervisory forestry experience; or
A master's degree (6 years) from an accredited college or university with a major in forestry and two (2) years of experience as described above.
In accordance with Florida Statute 633, any person employed in this class must:

- Be a high school graduate or the equivalent, as the term may be determined by the Division of State Fire Marshal of the Department of Financial Services, and at least 18 years of age.
- Not have been convicted of a misdemeanor relating to the certification or to perjury or false statements, or a felony or a crime punishable by imprisonment of 1 year or more under the law of the United States or any state thereof or under the law of any other country, or dishonorably discharged from any of the Armed Forces of the United States. “Convicted” means a finding of guilt or the acceptance of a plea of guilty or nolo contendere, in any federal or state court or a court in any other country, without regard to whether a judgment of conviction has been entered by the court having jurisdiction of the case.
- Submit a fingerprint card to the division with a current processing fee. The fingerprint card will be forwarded to the Department of Law Enforcement and/or the Federal Bureau of Investigation.
- Have a good moral character as determined by investigation under procedure established by the division.
- Be in good physical condition as determined by a medical examination as prescribed by the division. Such examination may include, but need not be limited to, provisions of the National Fire Protection Association Pamphlet 1582.
- Be a non-user of tobacco or tobacco products for at least one (1) year immediately preceding application, as evidenced by the sworn affidavit of the applicant.
NOTE: THE INCUMBENT WILL BE REQUIRED TO COMPLETE THE PRESCRIBED NUMBER OF HOURS OF FIRE RECRUIT TRAINING WITHIN THE PROBATIONARY PERIOD.

ADDITIONAL REQUIREMENTS:
Florida Statute 633 requires that any person employed in this class obtain a Certificate of Compliance which includes, in addition to the above requirements, satisfactory completion of a fire fighter training program approved by the Florida Forest Service. No employee shall obtain permanent status unless the Certificate is received.

JOB DUTIES:
Responsible for directing all fire prevention, detection, suppression, communications, prescribed burning and forest management programs in Bay and Walton Counties. Supervises the Government Operations Consultant II (GIS/UAS Analyst) position for the Chipola Forestry Center.
Directly supervises activities of assigned Forest Area Supervisors who are responsible for preparation and implementation of fire suppression plans as well as ensuring readiness of all fire suppression crews through day to day supervision of Forest Rangers and OPS seasonal employees. Directly supervises Foresters on the Chipola Forestry Center’s State Forests to ensure that the State Forests are managed and operated in accordance with the ten-year forest management plan.
Monitors the preparation of the five-year action plan and the annual action plan for Pine Log, Pt. Washington, and Sandy Creek State Forests. Regularly monitors stand description programs. These plans are the basis for determining forested areas to be cut, type of harvest, and number of timber sales. Ensures all timber sales and reforestation operations are monitored for compliance. Regularly monitors the reforestation program, timber stand improvement, salvage wood operations, wood cutting permits, and insect and disease problems. Maintains state forest files, correspondence, time sheets, expense accounts and other office records. Responsible for writing, coordinating and inspecting all contracts to vendors for services provided on state lands. Coordinates activities with the Florida Fish & Wildlife Conservation Commission biologist and adjacent state park managers.
Responsible for the fire management program on the Pine Log, Pt. Washington, and Sandy Creek State Forests, including the prevention, detection and suppression of wildfires within the State Forests and adjacent private property. Plans and coordinates the fire management work on the Pine Log, Pt. Washington, and Sandy Creek State Forests. This is to include the following: Responsible for writing, updating and implementing the Fire Management Plans for these state forests. This includes completing prescribed burn plans and smoke screen plans for areas to be burned; overseeing hazard reduction, site preparation and ecological prescribed burns; conducting post prescribed burn evaluations and reviews. Responsible for the layout, placement and maintenance of all fire breaks throughout the Chipola Forestry Center’s State Forests.
Responsible for preparation of all lease and easement requests for special interest groups. Works with other agencies and the Forest Management Bureau on issues related to acquisition/disposition on state lands in the Chipola Forestry Center.
Monitors and provides administrative and technical supervision to the County Foresters in Bay and Walton counties. This will include a wide range of professional assistance to small landowners such as forest insect and disease control advice, forest site inspection and recommendations on tree species suitable for planting, silviculture practices to be carried out on existing strands of timber, harvesting recommendations and market availability, and the Forest Stewardship Program.
Monitors implementation of best management practices to ensure that timber sales do not result in creating erosion and/or streamside management problems. Schedules and coordinates road repair projects, including culvert installations, rock surface crossings and general road repairs.
Coordinates Florida Forest Service fire suppression responsibilities with rural community fire protection activities in Bay and Walton counties. This requires a constant contact with all rural fire departments in the two (2) county areas. Responsible for reviewing, evaluating, acquiring, and distributing through lease agreements, federal excess and state fire equipment requested by fire departments and/or County Commissioners. Monitors and ensures that the Service’s rural community Fire Protection Training Program is given to all requesting volunteer fire departments and other cooperating agencies. Reviews and recommends federal funding requests for volunteer fire departments. This program involves all volunteer fire departments in the two (2) county areas and requires strict accountability of funds and equipment.
Responsible for addressing recreational needs of the forest and implementing them into the forest management plan. Ensures that all forest boundary lines are delineated and maintained.
Regularly supervises and provides training to subordinate staff on budget planning and implementation. This includes preparation of budget requests including preparation of the budgets for Pine Log, Pt. Washington, and Sandy Creek State Forests. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phone, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes, which result in accountability and compliance with Service and department policies and procedures.
Prepares and implements annual work plans in accordance with the Service’s planning process. This requires frequent review to ensure that accomplishments are made and that plans are adjusted during the operating year as needed.
Responsible for the development and implementation of control burning activities in the two (2) county areas. This includes control burning on private lands for site preparation, timber stand improvement, and reduction of fire prone areas.
Responsible for the training safety programs administered in Bay and Walton counties. This includes long range and short-range development of training plans and conducting monthly safety meetings.
Responsible for maintaining accountability of all state, federal and sensitive inventory items in Bay and Walton counties. Responsible for maintenance of all fixed facilities in Bay and Walton counties.
Performs other duties as required.
