Your Specific Responsibilities:
This position performs work that follows current environmental public health (EPH) standards and in compliance with statutory and rule requirements set by local, state and federal guidelines. Assists in advising individuals and organizations in sanitation, safety, and hygienic aspects of environmental health safety, and hygienic aspects of Environmental Public Health (EPH) programs. This position is responsible for review and research, investigation and enforcement of delinquent accounts, suspension, revocation, and closure of establishments operating without proper license. This position is responsible for interpreting and enforcing public health laws and ordinances according to the Department of Health policy and procedures relating to the various programs. Maintains a thorough working knowledge of all rules and regulations and must be capable of making independent decisions. This position works under the supervision of an Environmental Manager. This position is required to be, or obtain certification within six months of hire, Department of Health certified in Food Protection and Onsite Sewage Treatment and Disposal. Works in collaboration with other EPH staff and assists as needed with investigations and evaluations.
Conducts inspections of biomedical waste facilities (BMW) as well as onsite sewage treatment and disposal systems (OSTDS) based on applicable codes and EPH standard operating procedures. Approves initial and final inspections for BMW and OSTDS. Monitors and/or verifies safe and sanitary disposal of biomedical/biological waste generated by various entities in Hernando County. Investigates all complaints in the facility programs as well as food-borne illness and food hygiene complaints.
Conducts inspections of public swimming pools, mobile home/RV parks, recreational camps, migrant labor camp inspections as well as food service establishment inspections at the required frequency based on EPH standard operating procedures. Approves initial licenses for mobile home/RV parks and migrant labor camps and food service establishments. Provides education and training as needed.
Prepares and maintains appropriate records in a manner that would qualify as legal documents. Maintains a good working knowledge of applicable rules and regulations. Implements and provides educational programs designed to enhance professional knowledge, awareness and capabilities of biomedical waste handling and packaging. Coordinates work with other EPH staff and assists in the different investigations and evaluations.
Assist other staff when needed:
- conduct animal bite investigations and preparation of reports related to incidents for the DOH – Hernando Rabies Surveillance program, prepare specimens for the state laboratory, serves as liaison with Hernando County Animal Services, law enforcement agencies, medical and veterinary offices, and the public. Responsible as a “need to know” employee for security sets relating to active medical records as it relates to performance of assigned duties and responsibilities for security and confidentiality of same.
- Responsible for conducting Limited-Use water supply system inspections and sanitary surveys. Collects bacteriological and chemical samples. Performs well site-ins, well surveys and main clearances. Coordinates the program with other agencies (Department of Environmental Protection, Southwest Florida Water Management District) in the investigation of jurisdictional complaints. Reviews, completes, and submits Limited Use variance applications to the Water Programs Office.

Qualifications:
Must meet the educational requirements of Florida Statues 381.0101, which are: a bachelor's degree from an accredited college or university with major coursework in environmental health, environmental science, or a physical or biological science. Major course work is no less than 30 semester hours or 40 quarter hours of class work in any of the following areas: 1) Chemistry 2) Biology 3) Physics or Physical Science 4) Health Science 5) Earth Science 6) Environmental Science 7) Epidemiology or Biostatistics (NOTE: time and/or experience CAN NOT substitute for educational requirements).
This position requires exposure to the outside elements and the ability to lift/pull 65 pounds. Must be able to perform the duties of this position under these conditions with or without reasonable accommodation.
Must have a valid Florida Driver’s license or be able to obtain one within 30 days of hire.
Ability to be certified in the Onsite Sewage Program (OSP) within 6 months of hire and/or the obtain the food certification (NOTE: must meet educational requirements to become certified).
