Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

General: This position is responsible for the supervision of staff in the Onsite Sewage Program. This position assists in the management of the countywide programs' implementation and performs highly responsible professional and technical work. This position will review all inspection records and supporting documents generated by the staff under their supervision. This position will be a working supervisor conducting field work/inspections as needed. This position will occasionally work a flexible schedule, which may include working outside normal business hours (weekends and holidays). 

Supervision and Training: Supervises assigned staff to communicate and motivate to improve the quality and quantity of work performed. Plans workload, workflow deadline objectives, and directs employee's time utilization to meet the division's plans and goals. Evaluates employee's performance utilizing appropriate established procedures and takes or recommends appropriate disciplinary actions as necessary. Projects manpower staffing needs and makes recommendations to the division's management team for consideration. Plans, prepares, and conducts interviews, and hires qualified staff in accordance with established policies and procedures. Assists in the development of the division's budget. Coordinates responsibilities, goals, and objectives for program implementation, and supervises the daily activities of employees. Assesses program effectiveness and redirects efforts and activities throughout the area of responsibility. Time sheets, Inspection Reports and any supporting documents are reviewed and approved by the supervisor. Communicates regularly functional accuracy and effectiveness of existing standard operating procedures used to monitor programs and recommends changes for implementation when necessary. This position Coordinates all activities related to the Onsite Sewage Program and in standardizing all septic program inspectors. This position will serve as the backup to the EPH Manager during their absence and requires certification in both primary programs. 

Regulatory and Enforcement: Performs (they Coordinate/co-Coordinate) program self-evaluations and assist with same if conducted by the program office. Ensures the appropriate drafting of warning letters, official notices, notices of intended actions, and citations and works with/follows-up with our legal department. Ensures that appropriate evidence is collected, and the appropriate enforcement processes are followed. Participates in pre-hearing and hearing conferences, and court appearances as required. Serves as a technical advisor to management, and as an expert technical witness in legal and administrative actions. Represents the division management when requested at meetings and negotiations with other local, state, or federal agencies, and other parties to resolve or address departmental concerns with proposed activities, projects, existing facilities, and land use plans. Assists in the resolution of environmental health issues and draft proposed division's actions for consideration. This position will conduct field work/inspections as needed and will ensure field staff meet all quarterly, bi-annual, tri-annual, and yearly inspection quotas and will ensure that they and staff know and follow the Florida Administrative Code (FAC), Florida Statues (FS), Guidelines, Policy, and Procedures. This position will conduct frequent ride-along with staff in Onsite Sewage Program to ensure consistency.

Performs other related duties as required and or assigned.

Qualifications:

Minimum – Have a bachelor’s degree from an accredited college or university with major course work in Environmental Health, Environmental Science or a physical or biological science. Major coursework is no less than 30 semester hours or 40 quarter hours of class work in Chemistry, Biology, Physics or Physical Science. 64E-18.002, 64E-18.003 Florida Administrative Code 381.0101 Florida Statutes. Have a valid Florida Driver’s License or be able to obtain one within 30 days of hire. Have a current onsite sewage certification. Be able to be exposed to the outside elements and ability to lift/pull 65lbs. Are you able to perform the duties of this position under these conditions with or without reasonable accommodation. A current DOH employee in an CS/SES/SMS position.

Preferred - Have at least one year of verifiable Supervisory experience.
