FISCAL ASSISTANT I
This is an Internal Agency Opportunity for qualified candidates currently employed with the Department of Health.
This position involves independent fiscal and billing duties. Responsibilities include medical and dental billings to appropriate parties: Medicaid, Medicare, Third Party and Dental. Posting payment to medical and dental accounts. Has computer access to the Health Management System (Hl,4S). Adheres to DOH-Hernando Confidentiality and Security policies and procedures. The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Hernando County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.
Purchases and manages office supplies for all staff except Medical and EH. Serves as a back-up purchaser to Medical and EH. Reviews and processes all DOH-Hernando invoices for payment following established procedures. Ensures and follows up ensuring prompt payment of all invoices within state guidelines. Reviews Statements and invoices from vendors, to ensure ending balances are accurate per DOH-Hernando records and researches any discrepancies. Ensures Purchasing Card charges are process and accurate in WORKS system. Completes monthly purchasing card reconciliations as requested by Tallahassee p-card office. Coordinates with vendors and staff members in the resolution of problems and questions to process payments.
Assists with development, performs contract-related research, preparing reports, and presenting recommendations to management. Assists with contract administration, management, monitoring responsibilities, evaluating contractor performance and inform management of issues with service delivery. Reviews, approves deliverables, processes invoices for payment in a timely manner. Maintains complete, comprehensive, current, and well-organized contract files. Evaluates contract effectiveness and recommending improvements to the ensure optimum service. Prepares close-out reports upon contract termination, identifying the results of contracted objectives and performance.
Serves as a back-up in creating deposits for the bank as well as balance all deposits from all departments in both Spring Hill and Brooksville CHDs. Load deposits into the FLAIR system/FL Palm. Ensure all deposits are entered within 5 calendar days and take all deposits back to the departments that are out of balance. Scan in all checks and money orders in the proper deposit date. Once all paperwork received from the bank, scan the entire day’s paperwork into the online system, ensuring we keep paper records in accordance with records retention policies. Any non-compliance will be listed on the weekly Outstanding Deposits Report issued by Central Office and will be rectified within 48 hours.
Serves as a back-up employee responsible to accurately keep inventory of cell phones. Order supplies/equipment as needed. Mailings/Delivery of mail & inventory ordered. Logs payments within 24 hours of receipt, run postage for packages, dispense to correct party, provides accurate documentation to AP for items received as required following DOH policies and procedures.
Serves as back up as necessary to provide general information as requested by clients. Responsible for making appointments, reviewing proper computer screens to determine availability of appointments and selecting the most desirable time and date. Cancels appointments as requested by client or clinic changes. Providing general information and resources to our community as needed/requested. Serves as a back up to client services as necessary. Interviewing all clients for the purpose of obtaining pertinent information as appropriate. Utilizing J-Tech as an electronic client sign in flow system. Screens and schedules client’s appointments for all medical health clinics. Assists in preparing clients' medical records for scheduled clinic visits. Obtaining documentation of accurate demographic information in the proper computer screens upon intake. Scanning necessary documents such as Photo lDs, custodial papers, Court Orders, required signature pages per policy and procedures. Responsible for making appointments and cancelling appointments as requested by client and/or clinic changes. Prepares clinic encounter in advance with client information, appropriate forms, and insurance documentation for types of service. Answers telephone for incoming calls. Attends all meetings and mandatory trainings.
Serves as back up to Chief Deputy Registrar. Duties include but are not limited to answering questions, preparing copies of birth and death certificates, reviews, inspects for errors, legibility, required signatures and signs Death, Fetal Death forms that are not completed in EDRS. Authorizes, certifies, and documents certificates for issuance. Responsible for making local file copies of original certificates, mailing original certificates to Office of Vital Statistics in Jacksonville. Files burial transit permits according to date of death. Confirms eligibility and issues birth certificates and death certificates using the e vitals system. Attends all meetings and mandatory trainings.
Other related duties as required. Attends and participates in staff meetings, in-service, training seminars, and other professional and staff development activities.

Qualifications:
Must have one or more years of experience working in an office setting
Must have at least one year of Accounts Receivable or Accounts Payable.
