LABORATORY TECHNICIAN II
Your Specific Responsibilities:
The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in
Hernando County in its mission to protect, promote and improve the health of all people in Florida through integrated
state, county and community efforts and its vision To be the Healthiest State in the Nation. Furthermore, the incumbent

Incumbent must be phlebotomy certified or a licensed nurse by the State of Florida. This position is responsible for collecting and performing a variety of Laboratory test(s) being ordered by providers for all clients.
Collects laboratory specimens, checking for accuracy in labeling, and prepares laboratory specimens for transport in compliance with agency requirements. This includes the use of the centrifuge for separation of blood specimens as indicated. For tests performed at DOH state labs, enters test information into the laboratory module in HCMS. Maintains tracking of all laboratory specimens with dates sent out and dates results received.
Performs non-routine procedures under general supervision and in accordance with established and standardized procedures.
Performs laboratory tests as ordered.
- Monitors all lab licenses for expiration.
- Performs daily maintenance of equipment.
- Prepares specimens for transport.
- Records and maintains records and results.
- Receives and logs in lab results.
- Enters laboratory results into HMS timely and accurately.
- Assesses needs and provides medical support to other clinical areas as needed.
- Coordinates correction of lab errors as needed.
- Maintains adequate supplies and records pertaining to laboratory inventory. This position has a P-card and completes inventory orders.
Gathers and records preliminary medical history and vital signs during client interviews regarding the health history of the client and/or family, documents on the chart by the problem oriented S.O.A.P. (Subjective, Objective, Assessment Plan) method.
Assists the physician and/or APRN as instructed, and by preparing the patient for examination and reinforcing medical instructions. Performs visual screening, hearing test(s), color visual, heights and weights. This position will also assist MDs and APRNs with medical procedures including but not limited to Pap smears, Colposcopies, infection checks, vasectomy exams, LARC insertions and removals.
Provides Pre- and Post-HIV Counseling to clients that includes education and method of prevention.
Will perform client screening and provide client education, will implement Title X Special initiative projects that address reduction of teenage pregnancy, and promote family planning. Promotes basic health principles and preventative health care related to disease control and improved health outcomes.
Provides information and services to clients/parents and/or caregivers on childhood, adolescent, and adult immunization schedules. Provides and administers immunizations and TB skin tests per state protocols and or procedures. Educates parent, client and/or caregiver prior to administration of immunizations. Dispenses latest education sheets to caregivers/clients.
Participates in medical record reviews to ensure compliance with standards of practice components and quality improvement.
Duties include maintaining the cleanliness of the clinics and medical equipment, maintaining and rotating stock supplies, and assisting in the ordering process.
Attends educational seminars, in-service, workshops and professional organizations to maintain current knowledge, skills and abilities, along with current CEU’s. Maintains CPR certification.
Responsible as a “need to Know” employee for security sets relating to active medical records as it relates to performance of assigned duties and responsibilities for security and confidentiality of same.
Performs other duties as assigned by supervisor.
Required Knowledge, Skills, and Abilities:
- Skill in the use of laboratory equipment and material
- Ability to collect, perform and analyze laboratory tests and data
- Ability to understand and follow technical instructions relating to laboratory testing and analysis Ability to provide quality customer service.
- Knowledge of medical terminology.
- Ability to effectively communicate verbally and in writing, utilizing approved DOH abbreviations when documenting in the electronic medical record.
- Ability to maintain accurate, timely and appropriate medical documentation in electronic medical record. Ability to work with persons of a different race, language, culture, or socioeconomic status.
- Ability to perform successful venipuncture in 2 attempts or less.
Qualifications:
Minimum –
One year experience using an electronic health record
Preferred –
Certified as a phlebotomy tech.
