Your Specific Responsibilities:

This is a highly responsible position focused on budget management and ensuring grant activities and expenditures are in compliance with funding sources and reported correctly. 

Reviews and audits account information in accounting systems to ensure that revenues, expenditures and encumbrances accurately reflect the appropriate funding sources, amounts and balances. Completes any necessary corrections with the guidance of the supervisor.  Prepares monthly, quarterly, and annual budget and accounting reports for state, county, local and private grantors in accordance with GAAP procedures as needed.

Assists in developing and maintaining the FDOH-SJC annual operating budget by: 

  • Meeting with program managers at least monthly to monitor and update programmatic budgets to ensure annual budget and grant targets are met. 
  • Providing detailed budget analysis on all funding sources.
  • Conducting trainings on an on-going basis regarding budget development, budget preparation, and budget management.
  • Providing key technical guidance for utilizing reports as management tools under direction and supervision.

Acts as a Contract Manager for FDOH-SJC.  Maintains all required documentation in the Contract Manager’s file in accordance with FDOH contract management documentation requirements.  Performs administrative monitoring of FDOH-SJC contracts.  Ensures proper routing of documents for review and execution. 

Coordinates, manages and tracks the federal, private, state and local funding sources for the HIV/AIDS program. Works with program staff to appropriately expend funding sources throughout the year. Remains knowledgeable on the program constraints and requirements from a financial perspective.

Monitors and assists in the development of the annual Core Contract between FDOH-SJC and the St. Johns County Board of County Commissioners.  Monitors the Core Contract on a quarterly basis, reviews with the Public Health Services Manager for compliance and completes needed updates. Provides quarterly reports for timely submission to the County.

Serves in the accountant or approver role for FDOH-SJC Purchasing Cards approval process.  Ensures proper coding and documentation for all transactions.  Coordinates with appropriate staff to resolve any issues or discrepancies as necessary.

Provides backup support for accounts receivable and accounts payable in the Finance and Accounting department.

  • Ability to understand and apply laws, rules, regulations, policies and procedures
  • Ability to plan, organize and coordinate work assignments
  • Ability to communicate effectively

 

Qualifications:

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
