Who are we?
FSDB is a state public school available at no cost to eligible pre-K and K-12 students who are deaf or hard of hearing, blind/visually impaired or deafblind, including boarding and transportation services. FSDB is nationally recognized for its comprehensive educational services, designed for the unique communication and accessibility needs of students. FSDB also provides educational outreach programs for children ages 0-5 and their families. The FSDB experience provides students with the edge to do more, be more, and achieve more.
How you will make an impact
The incumbent of this position is responsible for performing architectural plan reviews and field surveys related to the design, construction, and fire safety of school facilities.
- Reviews the plans and specifications submitted to the Department of Education. Reviews plan submissions in stages (CON, schematic, preliminary, and construction document), specifications and revised documents, including change orders, etc., for new construction, remodeling, renovations and additions of school facilities for compliance with FSDB’s Construction Standards, Florida statutes and state and federal codes and standards. Prepares written comments of deficiencies and submits them to the Assistant Director of Construction. Makes recommendations to the facility owners, administrators, their consultants (architects, engineers, contractors, and vendors) and other interested persons concerning deficiencies or problems in complying with all applicable laws, standards, rules, codes, and regulations. Reviews project files in accordance with a pre-approved schedule. Conducts construction surveys of the School’s facilities, both during and upon completion of construction, to confirm that construction of the architectural systems are in compliance with the approved plans and specifications. Coordinates findings and submits written reports to the Assistant Director for review. Conducts independent construction surveys that may include the survey for compliance of all technical disciplines as required. Functions as the facility coordinator for assigned projects, conducts the entrance and exit meetings, and coordinates the survey process of the other team members. Responsible for team reports, survey comments, and all required paperwork are forwarded to the Assistant Director. Responsible for keeping Assistant Director routinely informed concerning the timely review of all projects in the assigned facility and for notifying the Assistant Director if time limits as set by the office are in danger of being exceeded. Understands and enforces state and federal codes and standards as they pertain to these facilities. Prepares reports of findings/deficiencies for the provider and assists with technical drafts or memorandum or other correspondence as necessary. Reviews and approves the plan of correction of the facility and conducts follow-up visits to the job site within a specified time frame to survey the corrective action.
- Answers all correspondence with supervisory review within established time frames. Conducts research on technical aspects of the discipline. Acts as Contract Manager for contracts assigned to the position. Maintains maps, plans, FISH Survey and assists with the development and maintenance of the Facility Condition Index.
- Performs other related duties as assigned.
Knowledge, Skills, and Abilities
- Knowledge of the principles and practices of architecture, construction and project management;
- Knowledge of the architectural and construction process including project budgeting, documentation, bidding and contract administration;
- Knowledge of the methods of compiling and analyzing data;
- Ability to plan, develop and implement construction programs to meet the short and long term goals of the school;
- Knowledge of the principles and techniques of effective communication; Knowledge and ability to utilize problem-solving techniques;
- Ability to probe and obtain critical facts pertaining to the progress of projects in the pre-construction, construction, and post construction stages;
- Ability to review and evaluate the status of projects;
- Ability to process the estimates of contractors;
- Ability to survey and develop masterplans for site, buildings and system needs to ensure reliability and life cycles of capital assets;
- Ability to analyze and resolve complex issues dealing with systems efficiencies including environmental, air quality and life safety;
- Ability to communicate with staff, administration, governmental (local, State and Federal) and various planning, design and construction professionals;
- Ability to formulate and implement policies and procedures for the improvement of the construction and facilities department;
- Ability to compile data based on technical reports and contacts with other agencies;
- Ability to communicate effectively;
- Knowledge of computerized systems for the design and construction programs required to support departmental operations and knowledge and skills with a personal computer.
- Ability to attain sign language proficiency level in accordance with FSDB O.P.P.1.24.
- Ability to complete training and administer skills acquired during CPR and CPI.
Qualifications
- A bachelor's degree from a college or university with a major in civil, construction, mechanical or architectural engineering or architecture and four years of experience in the field of building construction.
- A master's degree from a college or university in one of the areas described above and three years of experience in the field of building construction.
- Experience in the field of building construction can substitute on a year-for-year basis for the required college education.
Sign Language Requirements
Applicants who are selected for hire will be encouraged to learn American Sign Language.
Please note: The Florida School for the Deaf and the Blind provides education to acquire sign language skills.
Hiring Salary Range: 12-month position, $49,890.36 - $57,390.36 annually. This range is inclusive of verified experience and education.
Hours: Monday – Friday 7:30am to 4:00pm
