CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:

  • A High School Diploma or equivalent; AND
  • Seven (7) years of professional, full-time-equivalent experience as an Environmental Specialist or related field.
  • Completed Resource Conservation and Recovery Act (RCRA) Hazardous Waste Certification within the past year or the ability to obtain within six months of hire.
  • Completed Department of Transportation Hazardous Waste Certification within the past three years or the ability to obtain within six months of hire.
  • Education in Physical or Natural Sciences may substitute for experience on a year-for-year basis.
  • Must be willing to travel 40% of the time.

 

DUTIES AND RESPONSIBILITIES:

  • Act as the Environmental Training Specialist for Florida Army National Guard.
  • Conduct in-person, two-day Environmental Officer Training sessions at locations across the state of Florida.
  • Conduct on-site training sessions for maintenance personnel at aviation and vehicle maintenance facilities throughout the state of Florida including hands on site assessments to allow for application of training.
  • Regularly review facilities across the state by conducting on-site walkthrough assessments to ensure compliance with environmental regulations. Complete remedial and on-the-job training with facility staff as needed.
  • Manage online refresher training resources and platform, including updating content, responding to inquiries, tracking completion, and ensuring compliance.
  • Plan and prepare an annual schedule of training sessions each fiscal year to meet facility and compliance needs, including determining dates and locations, securing rooms, and communicating training offerings.
  • Manage all logistical aspects of training, including invitations, confirming attendees, confirming rooms, room set-up, IT set-up, communication, etc.
  • Prepare training materials prior to each session, including ensuring slides are up to date, printing participant packets and handouts, and preparing equipment to be used in the training session. Maintain stock of training equipment and reorder as necessary.
  • Regularly review and remain up to date with environmental rules and regulations to ensure accuracy of training.
  • Review inspection deficiencies to identify trends and provide training enhancements to support the efficiency of Environmental Officers.
  • Maintain clear records of training activity, findings, and other documentation required for audit purposes.
  • Field questions and concerns from stakeholders regarding environmental training, including Environmental Officers, environmental staff, Department of Environmental Protection, and others.
  • Work with the Environmental Compliance Manager to support the initial, ongoing, and remedial training of environmental staff, as needed.

 

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Knowledge of federal and state environmental regulations (e.g., U.S. Environmental Protection Agency, Florida Department of Environmental Protection, National Guard Bureau, etc.)
  • Knowledge of hazardous waste management practices, including proper handling, storage, and disposal.
  • Knowledge of underground and aboveground storage tank compliance requirements.
  • Knowledge of environmental compliance requirements for maintenance shops and aviation facilities.
  • Skill in developing and delivering effective environmental training programs for adult learners.
  • Skill in public speaking and facilitating in-person training sessions across varying audiences.
  • Skill in interpreting and applying environmental regulations to real-world facility operations.
  • Skill in conducting environmental compliance inspections and identifying deficiencies.
  • Skill in analyzing inspection findings and translating them into targeted training improvements.
  • Skill in planning and coordinating statewide training schedules and logistics.
  • Skill in written and verbal communication, including providing clear technical guidance to stakeholders.
  • Ability travel statewide and overnight and independently manage on-site training and assessments.
  • Ability to maintain up-to-date knowledge of evolving environmental regulations and integrate changes into training.
  • Ability to build effective working relationships with Environmental Officers, Regional Environmental Specialists, military personnel, and regulatory agencies.
  • Ability to use personal computers. 
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs. 
  • Ability to understand and follow legislative policy direction as established in Florida statutes.
