CONDITIONS OF EMPLOYMENT:
- New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
- New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.
- The Department of Military Affairs is paid on a monthly basis.
- This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:
- A High School Diploma AND
- Eight (8) years of professional, full-time-equivalent experience in Planning, Research, Analysis, Coordinating, Business Operations, Accounting, Database Administration, or related field.
- Education may substitute for experience on a year-for-year basis.
DUTIES AND RESPONSIBILITIES:
Assist Master Planner Supervisor develop, track, and manage incoming Military Construction (MILCON) projects (greater than $4 million) submitted and developed in the Construction and Facility Management Office (CFMO) to ensure all are entered and developed in the Planning Resource Infrastructure Decision and Evaluation (PRIDE) system.
Maintain the Long-Range Construction Project (LRCP) consisting of approximately 130 projects totaling $3.7 billion.
Research and analyze data gathered and develop solutions or alternative methods of proceeding.
- Prepare programming documents (i.e., NGB DD 1390/91 and 420R forms).
- Identify unit requirements based on NGB Pam 415-12.
- Evaluates National Guard unit mission requirements with authorized requirements, develop and write justifications for changes in criteria.
- Updates long-range construction plan (e.g., scope, cost, and priority).
- Coordinates the activities in planning for stationing of National Guard units at specific locations.
Gather and organize information on problems or procedures.
- Conduct site visits of existing and future National Guard sites throughout the State. Attend specialized training specific to the National Guard.
- Maintain real property accountability and conduct real property audits.
- Plans, coordinate and evaluate facility requirements with assigned National Guard force structure. Apply established forecasting procedures to project future facility needs based on projected location changes.
Assist the Master Planner Supervisor with establishing and maintaining liaisons with Federal, State, and private sector individuals/companies related to facility planning, and real estate. Foster positive relationships.
Confer with personnel concerned to ensure successful functioning of newly implemented systems or procedures.
- Consults with Staff and department additional requirements associated with specific National Guard force structure assignment, to include force protection/anti-terrorism, local utility suppliers and community support.
- Attend planning and zoning board meetings as requested.
Develop and implement records management program for filing, protection, and retrieval of records, and assure compliance with program.
- Prepares and maintains accurate reports, records describing planning, and evaluation activities in the assigned area of responsibility.
- Maintain database programs associated with data calls and report submission of reports (e.g., RPLANS, ASIP, FISP, PRODOCS, PRIDE, etc.)
Training and Development: Continue to update/expand knowledge base, and to develop tools to execute duties within the CFMO arena as a Subject Matter Expert (SME). Attend annual Programming Guidance Courses and workshops hosted by NGB-G-9. Training should focus on position field and address 1390/91 and 420R development (Project Scope Development, Project Cost Estimating), Real Property, Real Estate, and PRIDE.
Review forms and reports and confer with management and users about format, distribution, and purpose, and to identify problems and improvements.
- Maintain up to date reference materials and distribute them to users when needed. Maintain current project files on all planning projects (e.g., digitized A/E drawings, graphs, aerials, reports, site studies, programming documents, etc.)
