CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
  2. New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program. 
  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:

  • A Bachelor's Degree from an accredited College or University in Business Operations, Accounting, or related field AND Four (4) years of professional experience in Planning, Research, Analysis, Coordinating, Business Operations, Accounting, Database Administration, or a related field; OR
  • An Associate's Degree from an accredited College or University with major coursework in Business Operations, Accounting, or related field AND Six (6) years of professional experience in Planning, Research, Analysis, Coordinating, Business Operations, Accounting, Database Administration, or related field; OR
  • A High School Diploma AND Eight (8) years of professional experience Planning, Research, Analysis, Coordinating, Business Operations, Accounting, Database Administration, or related field

 

DUTIES AND RESPONSIBILITIES:

  • Manage incoming Minor Construction projects (less than $2,500,000) submitted to the Construction and Facility Management Office (CFMO) to ensure all are entered into Planning Resource Infrastructure Decision and Evaluation (PRIDE) system.
  • Maintain and oversee approximately 195 Facility Sustainment Restoration and Modernization (FSRM) projects totaling approximately
  • $25,000,000 annually. These projects build the FRSM portion of the C  annual Long Range Construction Plan (LRCP).
  • Prepares and maintains accurate reports, records describing planning, and evaluation activities in the assigned area of responsibility.
  • Assist Master Planner Supervisor to Identify and prioritize necessary projects and funding expenditures for FLARNG State/Federal Capital Plans.
  • Authenticate and validate project requests against NGB Regulations and Annual CFMO Work Plan.
  • Develop, revise, and submit NGB Form 420-Rs (Project Work Induction). Staff and route documents for review and approval IAW NGR 420-10.
  • Coordinate with NGB Reviewer and other NGB and State POC’s to get NGB Form 420-R accepted.
  • Ensure projects are entered into the correct Fiscal Year in the FMBT Module.
  • Research submitted projects and make initial determination on work classification.
  • Create new Real Property asset records in PRIDE system, a DoD Federal System of Record (SoR).
  • Prepare initial project scope of work and construction cost estimate Utilizing Department of Defense Costing Tools and Facilities Pricing Guide (Federal Unified Facility Guide Specifications UFGS).
  • Prepare programming document shells and track progress through stake holder updates. Develop and manage programming document distribution and tracking plan.
  • Conduct meetings as required to assist in scope development and project initiation. Conduct administrative activities and special projects or activities.
  • Assist the Master Planner Supervisor with establishing and maintaining liaisons with Federal, State, and private sector individuals/companies related to facility planning, and real estate.
  • Training and Development: Continue to update/expand knowledge base, and to develop tools to execute duties with in the CFMO arena as a Subject Matter Expert (SME). Attend annual Programming Guidance Courses and Program Guidance Workshops hosted by NGB-G9. Training should focus within your position field and address 420 development (Project Scope Development, Project Cost Estimating), Real Property, Real Estate, and PRIDE.
