CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:

  • A Bachelor's Degree from an accredited College or University in Business Operations, Accounting, or related field AND Four (4) years of professional experience in Planning, Research, Analysis, Coordinating, Business Operations, Accounting, Database Administration, or a related field; OR  
  • An Associate's Degree from an accredited College or University with major coursework in Business Operations, Accounting, or related field AND Six (6) years of professional experience in Planning, Research, Analysis, Coordinating, Business Operations, Accounting, Database Administration, or related field; OR  
  • A High School Diploma AND Eight (8) years of professional experience Planning, Research, Analysis, Coordinating, Business Operations, Accounting, Database Administration, or related field. 

 

DUTIES AND RESPONSIBILITIES:

Directs and manages resource within the federal accountability database systems (Infrastructure Development and Evaluation (PRIDE) and Headquarters Installation Information System (HQIIS)), for all Florida Army National Guard (FLARNG) and Department of Defense (DoD) real property assets.

 

Oversees and monitors the federal Real Property Inventory. Provides quality control review for annual requirement for internal review and certification of the Facility Inventory Stationing Plan (FISP) to National Guard Bureau. Provides training, guidance, and direction to Real Property staff at Construction and Facility Management Office (CFMO) and Camp Blanding Joint Training Center (CBJTC) on all PRIDE and HQIIS database actions. Ensures compliance with all regulations and policies affecting real property

accountability and audit requirements, to include real property asset inventories in accordance with NGB guidelines.

 

Principal for CFMO’s coordination with appraisers, legal counsel, and others, as required; to include State, National Guard Bureau (NGB), and Army Corps of Engineers real estate personnel, for actions to lease, and/or purchase interest in real property.

 

Conducts training and develops classes for staff to ensure update/expand knowledge of database systems, and to develop tools to execute duties with in the CFMO arena as a real property Subject Matter Expert (SME). Manages and audits all CFMO and CBJTC staff alterations and additions to real property assets, including new construction providing official audit accountability that affect property values. Conducts quality control review of federal real property files in accordance with Army regulations, including the voucher register and DD Form 1354. Track and audit documentation of the required facility inspections.

 

Senior reviewer of all real estate document files and coordinates with State Quartermaster (SQM) on real estate actions when necessary. Coordinates the grants management module in PRIDE, which capture all lease action for the FLARNG. Conducts QA/QC review of grants management module in PRIDE periodically to ensure all leases are updated and accurately captured.
