BUDGET SPECIALIST

This is a professional accounting position within the Florida Department of Health in Pinellas County working under the supervision of the department’s Budget Supervisor.  The incumbent acts in a confidential capacity to assist or aid in the preparation of the Pinellas County Health Department budget This position requires independent application and judgment, as well as the ability to review and analyze detailed budget reporting systems and organizational operations to meet departmental goals and objectives.  The incumbent has a significant role in the preparation and administration of the yearly budget.

Reviews monthly financial reports and financial data to ensure accuracy of data and identify and analyze any significant variances in balances and act to correct as needed. Prepares recodes as needed to correct non-planned coding. Recodes that are needed to balance OCAs and other entries that require correction. Review and approve contracts and agreements for budget authority and proper coding.

Meets monthly with budget managers assisting them in reconciling revenue and expenditure concerns and project various cost centered revenues and expenditures.  Assist Finance & Accounting Director with creating and formulating improved budget policies and procedures.

Assists with the preparation of the agency’s annual operating budget in accordance with form and content requirements of the county health department contract using FIRS budget module; works directly with program managers are staff assigned to enter the programs budget. Assist with estimating the revenue in FIRS budget module for the programs that are under the Federal Calendar. This position will enter the lapse factors for programs as well as for state (NCGRV) and local (LOGOV) funding.

Prepares the matrixes for the collocated (fixed) costs for the agency’s utilities and HR Assessments and are maintained through the Fiscal Year as adjustments are needed.

Analyzes budget data and makes recommendations and adjustments as needed during the budget process and through the fiscal year. This position will also monitor Conman and monthly expenditure reports for assigned programs and make recommendations for adjustments.

Prepare and make corrections of the salaries and benefits report and assists with the purchase and contractual expenditures workbooks for the preparation of the annual CBR Report. Assists with the Operating Capital Outlay (OCO) to prepare the depreciation schedule for reporting on the CBR report

Updates and posts Organization, Expansion Option (EO) and Other Cost Accumulator (OCA) codes as listed on the Intranet.

In some respects, acts as a back up to the Budget Supervisor.

Reviews and approves Human Resources tickets for budget and salary authority (include OPS) ensuring the proper organization codes are used and budget requested is within the approved authority.

Approves all purchase requisitions as financial approver to ensure that there is proper budget authority and proper organization codes including the correct object codes.

Performs other related duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Advanced computer skills specifically network programs including FIRS, FIS, HMC Reporting, FLAIR, MFMP, and software such as MS Word and MS Excel software.
  • Incumbent will need to have proficient knowledge and understanding of business mathematics and some accounting and be able to apply these to work and job requirements. 
  • They must also be able to analyze financial data and understand cause and effect relationships within financial reports. 
  • This position requires a considerable amount of contact with co-workers in Finance and program staff, so the incumbent must be able to establish and maintain good working relationships with these staff and must be able to communicate effectively and frequently regarding financial and budget information.

 

Qualifications:

Minimum  - 

  • Current Florida Department of Health employee
  • An Associate’s degree from an accredited college or university or equivalent work experience.
  • At least 2 years' experience in developing and/or working with budgets.
  • Experience managing contracts.
  • Experience in accounting or budget systems such as FLAIR, FIRS and FIS
  • Proficiency using Excel and other Microsoft Office tools

 

Preferred -

  • Two or more years of experience creating and/or editing program budgets and related financial documents.
  • Two or more years of experience using some of the DOH financial data systems (FIRS, FLAIR, FIS) for researching, reporting, and budgeting processes.
  • Proficient in using Microsoft Excel related to creating budget spreadsheets and financial data reporting.
  • Experience in reviewing, editing, creating, and managing agreements or contracts.
