This posting is to fill a Human Services Program Consultant I - HIV/AIDS Surveillance Coordinator position within the Florida Department of Health in Pinellas County, Disease Control Division.
 

The position provides surveillance services, applying the principles of epidemiology and biostatistics in assessment, epidemiological determination, data collection and analysis. The role of surveillance, through the communication of analytical findings, ultimately leads to planning interventions to control the spread of HIV/AIDS. The position is assigned to the Florida Department of Health in Pinellas County, and functions under the supervision of the HIV/AIDS Surveillance Program Manager.

 

HIV/AIDS SURVEILLANCE COORDINATOR POSITION:

Statewide Axiom Pro/eHARS Database:

Performs up to 100% of the data checks in the Axiom Pro/eHARS database on all incoming lab reports, case reports, and medical record/facility line lists checking for new or updated HIV/AIDS case information.

  1. Verifies Pinellas/Pasco and/or Out-Of-Area HIV or AIDS cases in the Axiom Pro/eHARS database and notes HIV/AIDS/NIR (Non-Identified Risk) status on incoming lab reports/case reports/line lists.
  2. Cases not found in Axiom Pro/eHARS are noted as “NR” (Not Reported) cases on incoming lab reports/case reports/line lists and are further processed to determine if they meet reportable criteria for the state of Florida.

 

Lab Records and/or Incoming HIV/AIDS Case Reports:

  1. Record searches and verifies/notes patient information on all incoming labs/case reports in Axiom Pro/eHARS database.
  2. Processes lab/case report information immediately (i.e. calls health care provider and/or completes case report on any reportable HIV/AIDS cases) or places information in proper “working” electronic folder for follow-up by other surveillance employees.
  3. Inputs ERF (epidemiological record form) information into STD database, STARS 2.0, for DIS (Disease Intervention Service) follow-up on all HIV positive WB/Differentiating/NAAT cases or pregnant HIV positive females.
  4. Places completed case reports in “review” folder for HIV/AIDS Surveillance Program Manager.
  5. Scans all non-electronic labs and case reports to Tallahassee for appropriate data entry and/or follow-up by HIV Surveillance staff.
  6. Reviews Axiom Pro/eHARS database weekly/monthly to ensure data quality and completeness of case reporting.

 

 Medical Record Reviews:

  1. Periodically requests ICD-10 HIV coded line lists from all area hospitals, clinics and infectious disease offices that see HIV/AIDS clients on a routine basis.
  2. Record searches and verifies/notes patient information on all incoming line lists in Axiom Pro/eHARS database.
  3. Processes facility line list information immediately including:
    1. creating medical record request forms on all HIV positive, Non-Reported or NIR cases.
    2. creating chart review forms on all charts to be reviewed at facility.
    3. creating an official letter to the health information medical director and/or infectious disease clinic requesting a chart review date.
    4. calling provider/medical records department to set up a chart review date.
    5. assists HIV/AIDS Surveillance Program Manager in completing scheduled chart reviews looking for risks, HIV tests, and/or AIDS criteria.
    6. completes case reports written during chart review by checking for information in STARS 2.0 prior to submission for scanning to Tallahassee for data entry. Information may also need to be inputted into STARS for STD/DIS follow-up, if necessary.
    7. follow-up letter is written to facility to provide feedback on the chart review.

 

Perinatal Program:

  1. Reviews all laboratory tests for pregnancy status and, if noted/reported, ensures a field record is created in STARS 2.0 and the pregnancy is noted on the Perinatal Summary List which is reviewed on a routine basis.
  2. Reports any known HIV positive pregnant females as soon as possible to the USF Perinatal Nurse Coordinator to ensure linkage and continuity of PNC (pre-natal care) throughout pregnancy.
  3. Participates, either in person or online, in Perinatal Taskforce meetings. If requested, the employee will take minutes of the monthly meetings and prepare a report to be sent to participants.
  4. Reports all HIV exposed births to the State Health Office as soon as possible and ensure proper follow-up is being addressed by the USF Perinatal Nurse Coordinator and Maternal & Child Health/Healthy Start case worker.

 

Dissemination of Data:

  1. Requests data from Tallahassee and may be requested to produce statistical reports from eHARS database as needed.
  2. Provides information on the prevention, transmission, surveillance and control of HIV/AIDS to the community, client, or health care professional groups.
  3. Occasionally attends meetings (on behalf of the HIV/AIDS Surveillance Program Manager) with community partners to share and yield vital information.
  4. Assists with providing HIV/AIDS Surveillance reports for dissemination to HIV/AIDS providers and occasionally provided on the official Florida Department of Health-Pinellas County website.
  5. Participates in ongoing trainings to increase awareness of new laws, policies, and procedures regarding HIV and AIDS.

                              

General Office: Provides overall support and coordination of office activities, including answering phones and taking messages; ensuring supplies are ordered and available; filing and organizing documents.

 

Filing: Maintains all administrative, HIV, and AIDS patient files (until they can be shredded) - ensuring filing occurs frequently (e.g. daily/weekly) to ensure files remain current. Establishes logical filing systems that can be accessed by appropriate staff. Filing also includes keeping necessary electronic password protected files updated and processed in secured folders.

 

Other: Performs other duties as required including:

  1. Performs liaison duties for HIV/AIDS reporting from private providers and the Health Departments in Pinellas & Pasco counties.
  2. Assists in the follow-up activities received from the Bureau of HIV/AIDS to obtain missing or discrepant data, or for the further clarification of existing data.
  3. Assists in the collection and verification of data for follow-up and special studies conducted within the unit.
  4. Shreds all confidential case report forms, laboratory tests, & information that has been verified as "reported" to the State Health Office in the eHARS/Axiom Pro databases.

 

Security:  Maintains the super-confidential patient case reports, assists with their accuracy, availability and ensures files are kept secure, current and readily available.  Conducts daily security reviews in morning and evening to ensure all files and doors are locked and database is secure.

 

 

MINIMUM QUALIFICATIONS:

  • High-school diploma 

 

PREFERRED QUALIFICATIONS:

  • A Masters in Public Health degree, preferred
  • A bachelor's degree from an accredited college or university with a major in one of the biological sciences and/or one year of professional biological experience in a field or laboratory program; or
  • 1-2 years of work experience in Department of Health disease surveillance activities or public health projects/programs.
