Minimum Qualifications:
High school diploma or its equivalent and three (3) years of professional experience in a professional office environment performing administrative, property, or procurement functions.  An associate’s degree from an accredited college or university can substitute for two years of the required professional experience. Proficient in Microsoft Office applications, including Word, Excel and Outlook. 


Preferred Qualifications: 

Preference may be given to candidates with the following qualifications:

  • Experience conducting property inventory and inspections
  • Strong attention to detail and organizational skills, particularly in managing multiple property records simultaneously
  • One or more years’ experience working in FleetWave, WEX, Samsara, or PCard WORKS
  • State of Florida procurement & purchasing experience

 

Requirements:

Employment in this position is contingent upon a satisfactory Level 1 & Level 2 background check at no cost to the candidate. 


Office hours are onsite from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Position Overview and Responsibilities:

Assist with all aspects of property management and inventory as pertains directly to FWRI. Maintain inventory control records of state property. Conduct physical inventory in accordance with FWCC IMPP 5.8 and FS 273 (in state travel required). Initiate/assist with forms for the transfer, loan, surplus, or missing status of state-owned equipment. Create and maintain an accurate property list, including but not limited to items such as equipment and software licenses for Administrative Services (AS).  Conduct field audits of statewide labs to ensure that property is recorded and appropriately identified with property stickers and issue property stickers as required. Provide information and training on inventory procedures to Property Custodians and Custodian Delegates. Ensure FWRI property procedures and Portal information are up to date. Ensure proper usage, disposal, maintenance, and accountability of Commission-owned equipment in accordance with IMPP 5.8. Assist staff with property questions. Meet with Property Custodians or their delegates as needed to assist with questions or problems that may be encountered.

 

Assist staff with the Wright Express card (WEX Card) system.  Track and assist with vehicle/vessel registration and tag requests.

Track purchases and replacement details for all watercraft and vehicles. Assist with the purchase of vehicles and vessels, including providing guidance on how to complete MP6301 and MP6401 forms. Track buildings, contents, property numbers, and insurance coverage for all FWRI staff locations, including photos prior to and/or after disasters. Coordinate with the Tallahassee Property Office on all FWRI building insurance details and tasks. Initiate insurance claims for eligible damages. Assist with disaster reporting requirements. Evaluate & assist with reporting all accidents within FWRI per IMPP 5.3.8. Ensure accurate report submissions to Risk Management for all and any claims against the Commission. Pursue reimbursement for damages to Commission equipment caused by non-Commission parties.  Coordinate recycling of all surplus electronics, office equipment and furniture, batteries, UPS units, paper products, and equipment.  Assist in storm preparation and all building protection events as required.

 

Assist AS Manager with hiring actions, track performance reviews and staff assignments and coordinate staff training activities.  Serve as the People First timekeeper for the Research Operations (RO)Section.  Process incoming and outgoing mail; schedule and coordinate meetings; maintain AS Manager calendar; maintain clean work environment, file, copy and answer phones, as needed.  Attend meetings as required. Coordinate and assist with travel arrangements as needed.  Organize, maintain and order office supplies and equipment. Ensures all purchasing activities, including the ethical purchases of commodities and services, comply with federal, state and agency laws, rules and policies with special attention Chapter 287, 255, and 112 F.S.  Responsible for the procurement of diversified commodities and services for FWRI. Submit purchase orders, process invoices & track invoices as required. Understand the State PCard contract, rules and policies pertaining to purchasing commodities and services with a P-Card; enters applicable P-Card purchases into various software modules such as WORKS.  Act as a superbuyer for AS section. Maintain and track perquisite orders for AS section. Assist in the upkeep of AS SharePoint sites. Process work orders and prepare and process disposition forms.  Maintain and process payments for cell phone monthly billings.  Assist with FAR postings; monitor and review Fedex account & device requests.

 

Promote and participate in public outreach events as assigned, such as Marine Quest. 

 

Perform other duties as required.
