This position is a senior management position requiring a high degree of independent judgment. The incumbent is responsible for the overall operation, management, supervision & quality assurance of the WIC and Nutrition division and its initiatives. 

 

•               Develops implements and monitors local agency policies and procedures to assure compliance with federal regulations and

                state policies/procedures as described in the WIC Procedure Manual, DHM 150-24. 

•               Promotes and supports breastfeeding among WIC clients and pregnant women in general. 

•               Responsible for the use of WIC kitchens and food demonstrations for clients.

•               Oversight of vending machines located within Health Department facilities.

•               Supervises and manages the Weight Management Program.

•               Follows policies and procedures for collection, entry and management of data as well as operation of the WIC Data System

                according to the WIC Data System User guide.

•               Monitors program activities and progress toward programmatic goals at least bi-monthly to ensure compliance and alignment

                with the Organizational Strategic Plan.

•               Oversees the federal budget and implements a countywide program offering services to eligible prenatal clients and children. 

•               Has overall fiscal responsibility for the WIC and Nutrition program budget and is instrumental in developing and implementing

                new initiatives, as increased participation results in increased funding.    

•               Ensure the provision of direct nutritional services within CHD & satellite sites. 

•               Directly supervises assigned staff and indirectly supervises WIC division staff.

•               Takes necessary action(s) to correct any problem areas identified. 

•               Attends meetings and seminars as needed for the WIC Program. 

•               Communicates with, motivates, trains, disciplines, evaluates and recruits.

•               Evaluates staff performance through on-site observation, review of records and reports, team meetings and individual

                conferences. 

•               Completes and submits EARs reports, (EARS, leave/attendance, travels logs, etc.)  Nutrition education activity reports, etc.

•               Provides feedback to supervisors and program staff.  Keeps Clinical Services Director informed.

•               Serves as an Active member of the Operations Management Team (OMT), Performance Management Council (PMC) and on

                interdivisional committees.   As a member of the Clinical Services Division, collaborates with Medical Services, Dental

                Services and School Health and Community Health Promotion. 

•               Monitors activities at all CHD service sites and directly supervises the WIC administrative staff to ensure the provision of WIC

                & Nutrition services consistent with the mission and vision of the Pinellas County Health Department.

•               Ensures that all programmatic, expenditure and management reports are completed accurately and submitted to the WIC

                Program Office by established deadlines.

 

Attends and participates in the OMT and PMC meetings. Attends and participates in the Health Department Staff monthly meeting.  Obtains all mandatory trainings annually.

Required Knowledge, Skills, and Abilities:

  • Knowledge of administration and management

  • Knowledge of normal nutrition principles and food needs throughout the life cycle.
  • Knowledge of quality assurance and program evaluation.
  • Knowledge of data collection & data analysis.
  • Knowledge and ability to implement operational policies and procedures.
  • Ability to perform presentations (both speaking and presentation skills).
  • Ability to determine nutritional risk and needs and nutrition education plans for individuals including low risk, high risk and medical high risk.
  • Ability to provide nutrition education and breastfeeding promotion to others in groups or individual instruction.
  • Ability to use anthropometric equipment, and hematology equipment.
  • Ability to utilize Microsoft Office programs, such as Word, Excel and Power Point.
  • Ability to plan, organize and coordinate work assignments for self and others.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to provide staff training (train and track training).
  • Ability to provide exceptional customer service to internal and external clients.

 

Minimum Qualifications:

Bachelor’s degree in dietetics, human nutrition, food & nutrition, or a closely related field from an accredited college or university Academy of Nutrition & Dietetics accredited program AND four or more years of nutrition experience, of which THREE years is in a management/supervisor capacity AND Registration as a Dietitian by the Academy of Nutrition & Dietetics AND Licensure as a Dietitian in the State of Florida. Preference will be given to candidates with Two or more years of WIC experience, of which one or more years is in a supervisory role. 

OR

 

Master’s degree in dietetics, human nutrition, food & nutrition, or a closely related field from an accredited college or university Academy of Nutrition & Dietetics accredited program AND two or more years of nutrition experience, one year of which is in a management/supervisor capacity AND Registration as a Dietitian by the Academy of Nutrition & Dietetics AND Licensure as a Dietitian in the State of Florida. Preference will be given to candidates with Two or more years of WIC experience, of which one or more years is in a supervisory role.

  • 5 or more years of supervisory experience
  • Program management experience
