Minimum Qualifications:

High school diploma or GED.

Three years’ experience working in an administrative or purchasing field.  An associate’s degree and 1 year experience can substitute for the required experience.   


Preferred Qualifications:  

Preference may be given to candidates with the following qualifications: One or more years of working with State of Florida System MyFloridaMarketPlace/Ariba on Demand/ FACTS and/or FLAIR.

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Position Overview and Responsibilities:

The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible.  Employees should promptly resolve questions or problems relating to the Commission, its programs, and/or fish and wildlife resources.  Employees should seek to gain public support for agency objectives and programs by serving Florida’s citizens in a positive and proactive manner, listening to what the customer wants, and striving to meet their needs.  Employees will explain the reasons for agency actions or decisions when appropriate while communicating a consistent FWC point-of-view. 

Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.  Work at FWC is cross-functional, meaning duties may cross division/office lines.  The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

 

Oversee and manage FWRI’s Contracts; this includes but is not limited to Consult, advising, and assisting FWRI staff in preparation of all contracts, amendment packets, modifications, task assignments, and any other documentation related to the contracts required by our agency; ensure and review all contract documents for accuracy and routing; consult with and advise staff on changes and corrections to documents as needed; monitor the contract routing process; and ensure compliance and proper process inform proposal to close-out. (FWRI), additional activities include but are not limited to reviewing compliance with Federal and State funding, regulations, policy, and guidance requirements; evaluating impact; identifying problems; and recommending solutions or appropriate actions regarding contract practices and procedures.

 

Provide training, assistance, and instruction to FWRI staff regarding contract/grant program management and preparation from submission to close out. Assist and train FWRI staff in monitoring process; tracking reports, deliverables, invoices, and expiration due dates; reviewing the scope of work to ensure all timelines, due dates, payment information, and invoice schedules are accurate and match throughout; and advise staff of procedures for proper invoicing/reporting requirements for compliance to Comptroller rules.

 

Serve as liaison between FWRI and contractors, agency contracts, legal, and accounting offices. Work closely with FWRI Budget, Grants, and Contract Managers. Ensure budgets are in place and comply with federal, state, and agency guidelines.  

 

Maintain the current contract list and keep it up to date.

 

Manage and coordinate records and record disposition on FWRI contracts.  Post and keep current contract information on the SharePoint portal site for all FWRI’s use/access. Advise staff of procedures for proper invoicing and reporting requirements. Review and process invoices for compliance with Comptroller rules.

 

Participate in public outreach efforts and perform other work related to contract management or as assigned by the supervisor.

 

Be knowledgeable in using State of Florida (SOF) automated procurement tools, such as the Ariba on Demand, FLAIR accounting system, and FACTS, and have a working knowledge of SOF general procurement systems, rules, policies, and procedures.

 

Evaluate impact, identify problems, and recommend appropriate action regarding contract practices and procedures. Notify the supervisor of any relevant issues with the contract process as they arise.

 

Advise staff of procedures for proper invoicing and reporting requirements. Review and process invoices for compliance with Comptroller rules. 

 

Monitor and assist staff with tracking reports due and contract expiration date.

 

Knowledge, Skills and Abilities: Knowledge of the basic principles of procurement.  Skill in: performing basic mathematical calculations, oral and written communications, use of a personal computer and spreadsheet and word processing software and demonstrated excellent customer service. Ability to: understand and solve complex problems, interpret and follow complex rules, policies and procedures; show initiative, follow-through and work accurately with details, establish and maintain effective professional relationships; enter, gather and summarize data and prepare written reports.
