Division Director for the Maternal and Child Health Programs - DOH-Pinellas

 

Your Specific Responsibilities:

 

This position is a high-level position within the county health department requiring independent judgement and leadership. The incumbent oversees the administration and direction for Maternal and Child Health Division, including the Home Visiting Services grants and the WIC and Nutrition Program and its initiatives operated by the Florida Department of Health in Pinellas, under the direction of the Health Department Director. The incumbent actively participates on the Executive Management Team and is responsible for critical decision making regarding public health issues within the organization, as well as those which impact the community.

 

Provides oversight of the WIC and Nutrition Program and the following large grants and evidence-based home visiting programs: Healthy Families Pinellas, Healthy Families Florida, Healthy Start, and Nurse-Family Partnership. Directs operational activities including grant and budget management, long range planning, spending plans, contracting, supervision, and programmatic functions including case management through home visiting to address the community's maternal and child health client needs. Participates in agency, community, coalitions, and committee meetings to facilitate the collaboration of programs and the agency's mission and goals.  Holds regular meetings of programmatic staff to facilitate ongoing communication.

 

Sets local strategic direction for Division and demonstrates participation and engagement in implementing and maintaining planning efforts. Monitors Division performance and ensures Division functions and activities are aligned with the strategic plan, community health improvement plan, quality plan, public health accreditation, and other performance standards. Ensures Division is represented on Performance Management Council, Accreditation Team, and quality teams with regular attendance and active participation by representatives. Holds routine meetings and/or communication with Division Program Managers and Program Directors to ensure assignments are completed and objectives and measures are on track. Ensures customer satisfaction and gathers customer and employee satisfaction surveys.  Monitors agency performance and snapshot measures and implements corrective actions as needed.  Demonstrates leadership in quality and staff development activities by serving as champion of quality teams, QI projects, and/or other quality efforts. 

 

Additional duties may include convener for Circuit 6 Child Abuse Death Review (CADR) for Pinellas & Pasco Counties; representing the Suncoast Region by participating in state-wide CADR meetings; and preparing quarterly prevention plan updates to the office of CADR division of CMS. Oversee new programs which include the Safe Baby Worker program in WIC; an expanded Coordinated Intake & Referral program; and services to Pinellas County fathers not attached to a home visiting component.  Remain active in various community organizations such as the Black Health Equity Alliance (BHEA) Board of Directors; the Thrive by Five Pinellas Leadership Board; the Help Me Grow Advisory Board; Co-Chair of the Tobacco Free Coalition; the Early Learning Coalition, the Pinellas Alliance, the Healthy Start Board of Directors and the JWB Zero-to-Three Think Tank.

 

Coordinates and assists in the preparation of grant proposals and methodologies to Federal, State, Local government agencies and private and nonprofit organizations (JWB, Healthy Start Coalition, WIC, etc.) and secures available funds.

 

Provides technical assistance regarding programmatic and client issues across the agency including medical services, dental services, WIC, and other agency programs, State Health Office, DOH-Pinellas Administration, and the diverse leadership groups in the community. Will maintain high visibility in the community to ensure successful program implementation and professional relationships with healthcare and social services partners and funders such as the Juvenile Welfare Board of Pinellas County and national organizations certifying evidenced based home visiting programs.

 

Meets on a regular basis with CHD Director to identify specific budget and contracting needs, problems, and opportunities in providing services, review quality and performance improvement activities, personnel issues, and results of operational plan activities. Attends training to promote professional and personal growth.

 

 Required Knowledge, Skills, and Abilities:

  • Knowledge of current trends and challenges in public health and maternal & child health
  • Knowledge of local resources for families, especially children, in Pinellas County

 

 

Qualifications:

 

Minimum –

  • Bachelor’s Degree from an accredited college / university in a Human Services field
  • Minimum 10 years experience in a non-profit and/or health care setting in Public Health, Community Health or Maternal & Child Health
  • Minimum 5 years experience in leadership roles in public health, health care administration or related field
  • Must have a valid driver's license

 

Preferred

  • Public speaking experience with professional, community and lay audiences
  • Certified Contract Manager and possess budgeting skills (must have demonstrated budget skills with budgets exceeding $1 million)
  • Board and Council work; including by-laws and organizational structure experience
