FLORIDA YOUTH CHALLENGE ACADEMY
The Florida Youth Challenge Academy’s mission is to provide a highly disciplined and motivational environment, free from outside distractions, which fosters academics, leadership, development, personal growth, self-esteem, and physical fitness for qualifying high school dropouts. The Academy consists of an operational staff and cadre with in-depth military experience, certified instructors from the Clay County School District system, a registered nurse, counselors and recruitment and placement personnel.

CONDITIONS OF EMPLOYMENT:
- New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
- New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.
- The Department of Military Affairs is paid on a monthly basis.
- This position is a Cooperative Agreement position.
- As a CANDIDATE, you may be required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications.
- Must be able to pass a Department of Juvenile Justice Background screening/test.
- Must have and maintain a valid State of Florida Driver’s License.
- Must possess or be able to obtain First Aid/CPR certification within six months of employment.

MINIMUM REQUIREMENTS:
- A Bachelor's Degree from an accredited College or University in Business Management, Business Administration, or a related field AND Four (4) years of Program Administration experience or related; OR
- An Associate's Degree from an accredited College or University with major coursework in Business Management, Business Administration, or a related field AND Six (6) years of Program Administration experience or related; OR
- A High School Diploma AND Eight (8) years of Program Administration experience or related
DUTIES AND RESPONSIBILITIES:
- Provides daily supervision to 90 (+/-) Florida Youth Challenge Academy (FLYCA) contract and state personnel in accordance with established organizational chart. Ensures personnel evaluations are completed in accordance with current state policy. Ensures statistical data required by federal, state, and/or local governments/agencies are compiled, processed, and distributed in accordance with governing policies. Keeps Director and staff informed of any problems (real or perceived) with data, its collection, or processing. Recommends solutions to correct problems. Responsible for current operations based on Director’s guidance. Coordinates job advertisements, boards, interviews, and recommendations best qualified to the Director for state full time positions. Recommends best qualified applicants to Director for state contract positions. Forwards employee dismissal/termination request/actions to the Director for final determination. Responsible for budget planning and proper execution of funds. Coordinates and conducts as emcee at FLYCA special events (i.e., Family Day, Prom, and Graduation).
- Coordinates visits, tours and open house activities of the FLYCA with state and federal agency leadership, elected officials, families and other stakeholders. Reviews all operating procedures, cadet policy, and other publications produced by the FLYCA prior to final approval and publication. Briefs the Director and obtains final approval for publication.
- Chairs disciplinary boards for cadets and forwards recommendations to the Director for final action. Assists the Director to ensure synergistic operations. Performs the duties of the Director in the Director’s absence. Performs other duties of the Director when required. Performs other duties as assigned to ensure continuity of operations. Participates in physical training with the Cadets, as required, to enhance esprit de corps, morale, and Academy synergy.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Must be knowledgeable with computers and the use of basic software programs such as Microsoft Office Suite.
- Have in-depth knowledge of organizational structuring, fiscal procedures, management principles, and leadership techniques;
- Be capable of making sound and binding decisions and be able to formulate and convey operational intent and philosophy to ensure synergetic operations.
- Knowledge of administrative principles and practices.
- Knowledge of the principles and techniques of effective verbal and written communication.
- Ability to prepare or review correspondence and administrative reports.
- Ability to understand and apply applicable rules, regulations, policies and procedures.

- Provides specialized or technical services to the Academy Director in official meetings, public functions, and public relations matters.
- Coordinates engagements and other commitments for the Academy Director.
- Represents the Academy Director in meetings with other key governmental, political, civic, and other leaders on assigned matters.
- Assists in the development and articulation of policy positions.
- Performs special assignments frequently of a highly confidential nature.
- Provides executive direction for Department Heads in one or more areas of the Florida Youth Challenge Academy (FLYCA).
- Performs related work as required.
