CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
  2. New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program. 
  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:

  • High school degree or State of Florida recognized equivalent.
  • No less than six (6) years of work in terrestrial natural resource management. A bachelor’s degree from an accredited college or university with a major in one of the physical or natural sciences may substitute for up to four years of this requirement at the discretion of the Hiring Manager.
  • Certification as NWCG ICT5.
  • Valid State of Florida Driver’s License
  • State of Florida Archaeological Resource Management (ARM) certification

 

DUTIES AND RESPONSIBILITIES:

The Department of Military Affairs is committed to using its assets, including its human resource assets in a responsible manner, to provide exemplary customer service to all the people of the State of Florida.  The incumbent will perform the duties of this position in a manner that reflects this commitment. 

 

WORK LOCATION: CAMP BLANDING, STARKE FL

 

Natural Resource Management: Act as subject matter expert for landscape-level management projects focused upon ecosystem and natural community restoration and maintenance. This includes:

  • Identify and plan landscape-level ecosystem management and restoration projects by incorporating the best available science with the guidance, goals, and objectives articulated within various existing documents and agreements while ensuring agency compliance. Such planning will require a working knowledge of various existing plans such as:
  • Integrated Natural Resources Management Plan (INRMP)
  • Forest Resource Management Plan (FRMP)
  • Camp Blanding Candidate Conservation Agreement with Assurances (CCAA)
  • Integrated Cultural Resources Management Plan (ICRMP)
  • Integrated Wildland Fire Management Plan (IWFMP)
  • Lead and execute ecosystem management and restoration projects in conjunction with various relevant in-house and cooperator program areas. Such work includes:
  • Project planning, resourcing, and oversight
  • Coordination with sister programs to meet shared program goals
  • Utilization of landscape-level tools available within Camp Blanding Environmental such as planning level surveys, acreage-based chemical applications, mechanical tree harvest/removal, and prescribed fire application
  • Contract scoping, oversight, and execution of natural resource management projects
  • Post-project evaluation and success metric monitoring
  • Project and geospatial data stewardship

Wildland Fire Program Execution

  • Perform administrative, technical, and field tasks in support of the Wildland Fire Program as it applies to the Environmental Program, to include prescribed fire implementation, fire program objective identification and assessment, post-burn monitoring, and analysis of relevant data to assist with goal and project implementation as identified in relevant Master Plans and the Camp Blanding Candidate Conservation Agreement with Assurances (CCAA).  This includes manual interior ignition, prescribed fire support vehicle and light equipment operation, and assisting Certified Prescribed Burn Managers by providing program goals and recommendations during prescribed fire planning. 

Conservation Program Cooperation

  • Active participation in the Conservation Program to assist primarily with planning and required field and administrative processes regarding:
  • Coordination between varying natural resource management program objectives within the Environmental Division subject matter areas
  • Imperiled species regulation and management
  • INRMP implementation
  • CCAA implementation and reporting
  • Advising Environmental Division program primaries regarding the interpretation of, and compliance with, state and federal natural resource regulations.

Cultural Resource Stewardship

  • Coordinate with the Conservation Manager to ensure good stewardship of Camp Blanding’s cultural resources. Responsibilities include:
  • Act as subject matter expert to assist in providing guidance and recommendations to staff, trainers, and user groups conducting activities that have the potential to impact culturally significant structures and areas
  • Conduct monitoring and recommend protection measures of known historic and cultural sites and resources on Camp Blanding
  • Ensure the historic and cultural resource records and data are accurate, including but not limited to: GIS maps, records, and documents

National Environmental Policy Act (NEPA) Compliance

  • Coordinate NEPA requirements as relevant to Camp Blanding’s Environmental Division. Such will include:
  • Act as subject matter expert regarding Environmental Division compliance with NEPA requirements
  • Assist Environmental Division staff with NEPA specific compliance requirements
  • Ensure all activities conducted under this position’s responsibility conform to the ARNG’s NEPA compliance requirements

Nuisance Animal Response

  • Respond as required in support of nuisance animal issues that impact training or operations of the post, to include direct response or appropriate FWC coordination. Such will include:
  • Advising stakeholders regarding pest species regulation compliance
  • Safe handling and relocation of various animals including bats, birds, mezzo mammals, and herptiles
  • Safe handling and relocation of venomous snakes
  • Coordination with tenants, trainers, and staff regarding nuisance animal deterrence measures

 

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Knowledge of land management techniques, tactics, and best available science employed in northcentral Florida.
  • Knowledge of state and federally listed imperiled species found in the region and their associated habitat requirements.
  • Knowledge of regulations regarding imperiled species, cultural resources, pest species, and NEPA.
  • Knowledge of northcentral Florida upland and wetland ecosystem conditions and health.
  • Knowledge of basic prescribed fire operational techniques, tactics, and strategies.
  • Knowledge of wildland fire principles and terminology
  • Knowledge of chemical herbicide impacts and safety.
  • Knowledge of chemical herbicides commonly used in southern forest land management.
  • Skill in prescribed burning.
  • Skill with basic wildland fire ignition and suppression tools and equipment.
  • Skill in ESRI GIS mapping and geospatial data analysis software.
  • Skills with the Microsoft Office suite of software (Word, Outlook, Excel, etc.).
  • Skill with 4-wheel drive vehicles.
  • Skill with the use and safe transport of ATVs and UTVs.
  • Skill with the operation of ball-mount vehicle trailers up to 18 feet.
  • Skill with bumper-mounted vehicle winches.
  • Ability to effectively communicate.
  • Ability to interpret regulations and laws.
  • Ability to understand and interpret legal terminology used in permits, regulations, and policies.
  • Ability to delegate.
  • Ability to establish and maintain positive and effective working relationships with others.
  • Ability to plan, recognize and adapt failing plans, and to solve problems.
  • Ability to understand and interpret chemical product labels and Safety Data Sheets.
  • Ability to lift and carry loads of up to 40 pounds across uneven terrain for up to thirty minutes.
  • Ability to carry up to 25lbs of gear and equipment for several miles across varied terrain in hot weather.
  • Ability to carry up to 50lbs of gear and equipment for several hundred yards across varied terrain in hot weather.
