CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:

  • A High School Diploma or equivalent; AND
  • Four (4) years of professional, full-time-equivalent experience in maintaining a Safety Program.
  • Education may substitute for experience on a year-for-year basis.

 

DUTIES AND RESPONSIBILITIES:

  • Serve as a Range Control point of contact for control and coordination for all activities conducted within CBJTC’s range training operations to ensure safety and control:
  • Assist in developing and enforcing the CBJTC’s Range Safety Program specified in applicable Army Regulations, DA Pamphlet’s, Cooperative Agreement, and State Safety requirements;                                                                   
  • Provide oversight for developing, implementing and enforcing safety control procedures, facility use, and scheduling requirements for day and night training both live and non-live fire                                                              
  • Subject-matter expert for all work Safety measures, conducting risk assessments, and the successful merging of safe work operations and training;                                                                                                                        
  • Review, coordinate, assess, and evaluate Safety Danger Zones (SDZs) for all ranges and weapons systems fired at Camp Blanding Range Complex;                                                                                  
  • Recognizes hazards, achieve compliance with regulatory provisions and effectively communicate multiple safety and occupational health practices and procedures to staff, range personnel, and applicable users (military & civilians) of the ranges; Liaison with CBJTC Safety Manager and DMA’s Safety Coordinator to ensure applicable DMA Safety regulations, rules, and procedures are acquired, applied, and enforced, in addition to, range safety operations requirements.
  • Assists in the planning, scheduling, managing, and evaluating all Range Control activities.
  • Reads and interprets regulations and directives pertaining to range operation and use of training land.  
  • Contributes to the development, preparation, and revisions of Camp Blanding Range Regulations, Programs, and SOPs as required,
  • Reviews correspondence pertaining to the operation and scheduling of Camp Blanding ranges and training areas, and ensures timely preparation and dissemination of firing notices to appropriate Camp Blanding agencies;                                                                                                                                
  • Practical Knowledge of regulations standards, procedures, methods and techniques applicable to safety and occupational health in the area of range safety;                                                                    
  • Assists with all Range Operations activities within the Radio Room, including:
  • Operation of the Range Facility Management Support System (RFMSS);                                                         
  • Operates two range control radio nets to control ranges and live fire maneuvers, monitor training areas, and provide instructions and advisory information to assist and preclude aircraft incursion into restricted air spaces;
  • Tracks status of units scheduled to train, unit range occupation, firing status, amount of ammunition fired and personnel trained. Tracks personnel downrange and events that impact on safety of live fire ranges;                        
  • Assists in implementing prescribed procedures during emergencies that include MEDEVAC operations and weapons/ammunition malfunctions;                                                                                          
  • Knowledge of military tactical operations sufficient to determine if training is being conducted within established parameters;                                                                                                                                              Ensures Safety Danger Zone (SDZ) fans are plotted IAW firing data on map boards and RFMSS;                       
  • Receives, transmits, and records pertinent safety operational information for routine situations covered by instructions, regulations, or SOPs, through the Range Operations Desk to Range OICs, Safety Officers, Range Branch personnel, and other authorized range users;                                                                         
  • Knowledge of weapons firing data, safety limits, and skill in map reading and Guided Positioning System (GPS) in order to locate range limits, ensuring safety of personnel using immediate and adjoining facilities;                                                                                                                                                                                       
  • Knowledge of an extensive body of rules, guidelines, regulations, and procedures concerning range safety, and DA Pam 385-63 and other military regulations required for safe operations and assist in coordinating and scheduling range activities with training exercise; and judgment to integrate live-fire activities into a live-fire control environment.
