CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

  4. This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:

  • A High School Diploma AND
  • Six (6) years of professional, full-time-equivalent experience in using GIS Software for Analytical Decision Support
  • Education may substitute for experience on a year-for-year basis.

 

DUTIES AND RESPONSIBILITIES:

  • Develop, update, and manage the Department of the Army’s Management Office - Training Simulations (DAMO-TS) and Sustainable Range Program (SRP) geospatial data layers in accordance with development strategies and guidelines. Working knowledge of the Army’s SRP components and applications to design, update and manage its ranges to ensure long term sustainability. Becoming a licensed operator of Esri’s professional desktop geographic information system (ARC-GIS-PRO) software and its comprehensive suite of tools to manage and edit various types of spatial data and maps. Within the ARC-GIS-PRO program, be capable of running the Range Managers Tool Kit (RMTK) which generates geodatabases and maps using the following tools: Range Development and Planning (RDAP), Surface Danger Zone (SDZ), Weapon Danger Zone (WDZ), Explosive Training Range (ETR), Laser Range Management (LRMT), and Noise Contour Noise) tools to the Army’s regulatory standards. Compile, manage and disseminate all produced layouts/maps as required. Become Inter-Service Range Safety Course (Levet II) certified before officially disseminating range layouts/maps.  Determines map content and layout, as well as range/facility scale, projection and specifications.
  • Knowledge of the Army’s Corps of Engineers Range Design Guide and Training Circular (TC) 25-8 for future range planning, design specifications and layouts. Understanding of design techniques, tools, and principals involved in production of technical plans, blueprints, drawings, and models.  Coordinates with all agencies involved with new range projects for any design/construction data or requirements.
  • Gather and create geospatial data to perform geospatial analysis to support Range Mobilization, planning charrettes, and Range mobilization reconfigurations. Assist in the execution of training strategies and missions.
  • Develops a Range Operations SDZ conflict list for all ranges and facilities to ensure the safety of all civilian and military personnel during live fire operations/training, to include down range maintenance support. Coordinates with the Range Facilities Management Support System (RFMSS) Specialist to ensure the conflict list is updated in the RFMSS system. Also ensure all updated SDZ’s are submitted to the RFMSS Specialist so the RFMSS Firedesk can be updated.
  • Produces SDZ’s for all 60, 81, and 120mm mortar and 105 and 155mm field artillery units utilizing all shell-fuse combinations that will be fired. Once SDZ’s are produced, safety cards need to be produced for each weapon system using updated Tabular Firing Tables, AR385-63, and all regulations pertaining to that weapon system and ammunition.
  • Ability to use/learn any handheld Global Positioning System (GPS) devices and corresponding programs such as Trimble or Arc Pad. Utilize GPS devices for new range layouts and updates or to validate current range firing and target locations to update the geospatial database.
  • Prepare and instruct a 40-hour Inter-Service Range Safety Course for new Range Operations personnel prior to their scheduled school date. The course instructs range personnel on how to construct (plot) range SDZ’s for all types of ranges using the latest teaching techniques and equipment.

  • Knowledge to update and maintain established live fire roadblock scenarios.
  • Ability to design high quality maps for military training and its personnel.
  • Ability to follow quality assurance plans and protocol requirements for data development.
  • Ability to design and then process information logically.
  • Ability to identify and define user short- and long-range project planning studies.
  • Ability to plan, organize, and coordinate work assignments.
