CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:

  • A Bachelor's Degree from an accredited College or University with a major in Geography, Computer Science, Physical or Life Science, or related field AND Two (2) years of professional experience in using GIS Software for Analytical Decision Support; OR
  • An Associate’s Degree from an accredited College or University with major coursework in Geography, Computer Science, Physical or Life science, or related field AND Four (4) years of professional experience in using GIS Software for Analytical Decision Support; OR
  • A High School Diploma AND Six (6) years of professional experience in using GIS Software for Analytical Decision Support

 

DUTIES AND RESPONSIBILITIES:

  • Develop, update, manage, report, and maintain the DAMO-TRS (SRP) proponent SDSFIE Army Adaptation geospatial data layers in accordance with the DAMO-TRS SRP geospatial Data Development Strategy, the SRP geospatial data Quality Assurance Plans (QAPs), and the SDSFIE Army Adaptation.  Serve as the installation/site(s) Data Steward for all DAMO-TRS (SRP) proponent geospatial data layers.  Coordinate all range-related facility data with the installation real property office to ensure correct real property attributes are included in the geospatial data and real property databases. Manage SRP GIS by contributing to the development and maintenance of an annual Plan and Work plan, administration of schedules, preparing required reports, acquiring office and computer supplies, coordinating information technology support, and conducting required travel and training.  Provide SRP GIS reports including monthly status reports (MSRs), task execution reports, and input for ITAM Plan annual execution report. Identify draft budgets necessary to support these items and provide information for inclusion in ITAM Work plan.  Coordinate with the ITAM Coordinator and other Range staff to identify GIS related software updates/requirements, hardware replacement/requirements, supplies, imagery acquisition requirements, and other data acquisition needs.
  • Provide training support products in direct assistance to the execution of training strategies and missions, at all echelons, on the installation’s ranges and training lands.  Develop and maintain geospatial data, perform geospatial analysis, and create training support cartographic products (i.e., maps) in support of unit training.
  • Prepare/provide geospatial data, perform geospatial analysis, and provide map products to support range operations planning, and range scheduling/planning reviews, including the creation of danger zones, the development of noise contours, and the development of range operations map products using the Range Managers Toolkit (RMTK) suite of applications.
  • Gather and create geospatial data and perform geospatial analysis to support Range Modernization planning charrettes and Range Modernization reconfigurations to include range siting.  Other duties as assigned by supervisor.

 

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Knowledge of the principles and applications of ArcGIS software, cartography, and remote sensing.
  • Knowledge of the development, implementation, and maintenance of geodatabases and other relational databases.
  • Knowledge of computer operations and the use of GIS and Image processing software.
  • Knowledge of computer programming languages, i.e. Python and VBScript.
  • Ability to use handheld GPS devices and corresponding programs such as Trimble units and ArcPad.
  • Ability to design high quality maps for military training and interpret/ perform cartographic requests from military personnel.
  • Provides, creates and may develop various analysis and data reports as needed for use in military training activities.
  • Ability to follow quality assurance plans and protocol requirements for data development.
  • Ability to create data queries and summary reports to support agency needs.
  • Ability to design systems logic and/or process information logically.
  • Ability to identify and define user task needs by conducting short- and long-range project planning studies.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to collect, record, and manage data.
  • Ability to effectively perform data QA/QC.
  • Ability to communicate data processing information effectively.
  • Knowledge of computer programming.
  • Ability to monitor and maintain ArcGIS and ArcGIS for Server performance and adjustment as needed.
  • Knowledge of techniques of quality assurance on new and existing GIS data library, distribution, and tracking of data library requests.
  • Ability to develop and maintain spatial data and metadata.
  • Ability to diagnoses and resolve issues with GIS application configurations and setup; researches, evaluates and recommends the use of new geographic technologies.
  • Knowledge of project management principles and techniques.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to the distribution and use of agency data and maps.
  • Knowledge of natural resource management and the terminology, principles, and analytical techniques of the physical/natural sciences.
  • Ability to prepare technical reports.
  • Ability to collect, evaluate, analyze, and interpret scientific or technical data.
  • Ability to solve problems, make decisions and to work independently.
  • Ability to coordinate with internal staff as well as outside agencies. 
  • Ability to identify and communicate resource needs; define data requirements and gaps, determine appropriate data collection and validation, and ensure accuracy of data to effectively respond to daily operations.
  • Ability to determine work priorities and ensure proper completion of work assignments.
