The OPS Government Operations Consultant III is a member of the Bureau of Small Cities and Rural Communities team of the Division of Community Development.

 

 

THIS POSITION HAS THE FOLLOWING MINIMUM JOB RELATED REQUIREMENTS:

  • Experience in developing, administering and monitoring State and or Federal grants and contracts.
  • Knowledge of and experience in State purchasing procedures.
  • Ability to coordinate and manage activities with other partners.
  • Ability to demonstrate adaptability and flexibility and handle multiple tasks.
  • Ability to work independently and exercise sound judgment while representing the Departments best interest.
  • Requires the highest level of contract and grant management knowledge skills and abilities.
  • Excellent verbal and written communication skills with outstanding customer service skills.
  • Ability to meet deadlines without sacrificing accuracy, customer service, or ethics.
  • Ability to conduct research and provide reports and analyses as required.
  • Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments on time. 
  • Knowledge based on managing federal, state, and/or local grants or contract. 
  • Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements. 
  • Ability to compile data from a variety of sources and present it in a logical manner. 
  • Ability to create spreadsheets in Microsoft Excel, prepare documents in Microsoft Word, and create PowerPoint presentations.
  • Ability to perform overnight travel for an extended period of time
  • Ability to work independently and as a member of a team. 

 

 

THE HIRED CANDIDATE WILL BE RESPONSIBLE FOR THE FOLLOWING:

This is a highly responsible contract management position in the Community Development (CDBG) unit.
 

  • The incumbent is expected to exercise independent judgment in identification and development of contract and grant management resources, tools, and process improvements for the Community Development Block Grant program (CDBG).
  • This position is an advocate for Community Development Block Grant program (CDBG). Serves as a participant for team assignments, process improvements, and special projects; fosters teamwork; and participates in the identification of program and process improvements for the CDBG program.
  • Plan, facilitate, and assist in the negotiation of agreement changes, amendments, coordinate the development of cost and price analysis, conduct agreement and file post-audits and closeout, complete the agreement checklists, facilitate findings of fact and resolve agreement disputes. Update tracking systems and maintain agreement logs in accordance with CDBG program and department policy and procedures and to ensure compliance with applicable statutory requirements.
  • Develop contract and grant administration goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance.  Participate, as needed, in the development and revision of contract and grant related policies and procedures.
  • Facilitate the administration of CDBG program agreements including contract and grant agreements, interagency agreements, data sharing agreements and memoranda of understanding. Perform preliminary document reviews, facilitate the establishment and tracking of agreements through the department review and approval process, which includes the coordination of the agreement review and approval from other department offices (General Counsel, Office of Financial Management, Office of Budget Management, and Executive Leadership).
  • Prepares a risk analysis and, if required, a monitoring plan for each assigned sub-grant.  The employee monitors the progress of all assigned sub-grants through phone calls and email to representatives of the sub-grant recipients and through on-site visits to the communities.  A detailed report is completed following each monitoring visit.
  • Responsible for reviewing and processing all correspondence, payment requests, citizen complaints, conflicts of interest, contract modifications, wage decision requests, policies and procedures, contractor clearances, plans and specifications packages, procurement documents, waiver requests, and closeout requests to ensure compliance with federal and state requirements.
  • Reviews all sub-grant applications submitted by the local governments within the employee’s assigned area of responsibility and prepares contract award documents.
  • Maintains all files on the contracts from execution to final closeout.  The employee is responsible for entering data into the grant tracking system for each assigned contract.
  • Provides technical assistance to local governments and their consultants in the employee’s assigned area.  If the employee is designated as a subject matter specialist on a specific topic, the employee provides technical assistance, as needed, to all recipients on this topic.
  • Participates in the development and implementation of training workshops and webinars for local governments and their consultants.
  • Performs other duties as assigned.
