Position Overview:

This is not a remote worker (teleworker) position.

 

SALARY RANGE

$1,833.39 - $2,730.77 Biweekly

Salary is negotiable based on experience.

 

This position has been identified as mission essential.

The incumbent in this position may be required to work during the weekend or on holidays.

 In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.

Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work.

Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

 

A good attendance record is essential for any individual in this position as the work involved occurs daily and is time sensitive. 

The individual in this position is expected to report to work daily and on time.

 

This position is responsible for the independent application of accounting and auditing concepts, principles, theory, and technical skills in accordance with generally accepted accounting principles (GAAP) in the Policy and Systems Section (P&S) of the Bureau of Financial Services (Bureau).

These duties require knowledge of the rules and regulations of Florida Statutes, Department of Financial Services (DFS), Florida Accounting Information Resource (FLAIR) system, and the Agency for Health Care Administration (AHCA) accounting procedures.

 

Participates in workgroups as it relates to fiscal-related activity by performing the following:

• Makes suggestions to enhance performance and improve processes.

• Assists with implementation of new processes and systems.

• Assists with the creation or updating of fiscal and administrative policies and procedures across all work units within the bureau. The priority will be policies and procedures that need to be updated to address audit findings.

• Assists with the identification and mitigation of risks across all work units within the bureau.

 

Performs complex monthly cash analyses of the agency's various trust funds and Burn Report; reviews and analyzes the cash sources and the uses for various trust funds and evaluate funding streams and makes recommendations for more efficient use of funding opportunities.

 Conducts monthly analytical review of the agency's trial balance. Ensures all funds are reconciled, in balance and that general ledger codes are properly used in the agency's financial records.

Analyzes, develops, and maintains policies and procedures that implement controls to ensure that financial transactions and records are complete; adequately supported; in compliance with applicable laws, rules, regulations, and accounting standards and are properly authorized.

 

Assists with complex year-end financial statement activities.

This includes, but not limited to, coordinates year-end activities, preparation and completion of any corresponding work papers and/or provides technical assistance, prepares analyses for AHCA personnel, Statewide Financial Reporting Section (SFRS) and auditors.

 

Coordinates the collection of information from units and development of responses for state and federal audits. Develops a tracking log of audit findings to monitor prospective requirements and associated responses.

 

As FLAIR Primary Access Control and Report Distribution (RDS) Custodian, maintains employees access control; the organizational structure and funding of each division; and the scheduling of the monthly FLAIR reports. Monitors, produces, compiles, and distributes reports to supervisory staff that identify user access privileges.

Coordinates and conducts bi-annual reviews of FLAIR access privileges to aid in the identification and resolution of excess or incompatible privileges.

 

Assists with the development of training programs for staff on the use of FLAIR, implementation of new processes, deployment of new financial systems or enhancements, or software functions that will enhance job performance and maximize staff knowledge.

 

Responsible for assigned special accounting projects including transaction analysis and realignment of expenses and transfer of cash as needed in the accounting records and other financial analyses.

 

Prepares monthly reallocation of expenditures and non-operating cash transfers, which include General Revenue (GR) Service Charge, Biomedical Research Transfer, Division of Administrative Hearings Notification for Federal draw requests., Quarterly GR Sweep for processing in FLAIR.

 

Performs other related duties as required. This includes, but is not limited to:

• Requests warrant cancellations. Reviews and approves draw requests.

• Processes daily downloads and produces daily trust fund cash reports. Adds/Updates FLAIR financial coding values.

• Serves as back-up for reconciliation.

• Serves as back up for Revolving Fund reconciliation and takes the appropriate action to clear any stale dated outstanding checks from the account.

• Assists with QA reviews; audits and inspects financial records. Clears property pending file and monthly property reconciliation.

• Provides QA reviews of FLAIR upload files. Processes batch upload files. Processes Reemployment Tax Invoices.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge includes but is not limited to: Financial reporting, accounting codes, laws, statutes, and DFS guidance (such as Memos, Statewide Financial Statements, Reference Guide for State Expenditure, etc.) and all other governmental accounting and audit requirements.

FLAIR and intermediate to advance accounting transactions. 

Skills includes but are not limited to: Computer utilization of various applications and software, such as Microsoft Word, Excel, Power Point and Outlook. Analytical, Organizational. 

Abilities includes but are not limited to: Process information logically and accurately. 

Communicate effectively verbally and in writing.

Establish and maintain effective working relationships with others. Extract, analyze, interpret, and report data contained in the Agency's financial records.

 

MINIMUM QUALIFICATIONS REQUIREMENTS

•              4 years of experience working in a Finance & Accounting office for the State of Florida.

•              4 years of accounting experience.

•              4 years of Statewide Financial Statements experience.

•              4 years of FLAIR experience.

•              4 years of experience reviewing, analyzing, or interpreting financial data.

•              4 years of Trust Fund reconciliation experience.

•              4 years of experience working with Microsoft Office Suite (Outlook, Word, Excel, or Power Point).
