Position Overview:

This is not a remote worker (teleworker) position.

 

SALARY RANGE

$1,336.92 - $2,032.96 Biweekly

Salary is negotiable based on experience.

This is a high-level position providing technical, financial and auditing assistance to the Agency for Health Care Administration's (AHCA) administrators and program staff in the planning, development and implementation of policies, procedures and programs as they relate to fiscal requirements of state and local governments.

The responsibilities of this position are of a broad scope requiring extensive knowledge of state accounting systems as well as being knowledgeable of all laws, rules and regulations pertaining to collection of fees and fines as required.

Receive and compile data on all active facilities and generate invoices for annual facility fees.

This professional accounting position is responsible for the maintenance, invoicing, tracking, reporting and collection-of accounts receivable.

This position is also responsible for daily computer posting for all accounts.

The incumbent in this position must possess professional accounting skills as well as excellent verbal and written communication skills and have a thorough knowledge of the Florida statutes and administrative codes that establish the parameters in which the incumbent must perform.

A general understanding of accounting principles and personal computer operation is essential.

 

The duties and responsibilities of this Accountant III position include, but are not limited to, the following.

 

Obtain and analyze billing data and prepare monthly invoices for OPC and quarterly invoices for PMATF for mailing. 

Generate invoices to include fines assessed for facilities that have not paid by the delinquent date and debit memos.

Perform audits of accounting records to identify non-payments, delayed payments, and other irregularities.

Collect on accounts by sending reminders and communicating with facility via telephone, email, fax, or mail according to specific deadlines.

Prepare report to submit delinquent accounts for collection activity, which includes intra-agencies practices and outside collection agencies.

Escalate delinquent accounts to the next collection stage based upon governing policy and procedure.

 

Apply payments into the accounts receivable system and other accounting subsystems based upon daily batches received from the Bureau's Cash Room.

Analyze receipts to ensure all payments are accounted for, properly posted, and for the correct amount.

Research and resolve any payment discrepancies.

Prepare and process any needed adjustments.

Reconcile all payments by revenue type to ensure deposits, CAM and FLAIR are in balance.

 

Prepare daily, weekly, monthly, quarterly, and annual financial reports detailing paid and unpaid invoices and other accounts receivable activity, investigate, analyze, and resolve inquires from facilities, agency staff, or the public.

Conduct research, analyze findings, and provide technical assistance for refund requests for OPC and PMATF revenue receipts. 

Assists with the preparation of bank deposits. 

Receive, distribute, compile, and submit weekly requests from HQA staff to review accounts for monies owed to ARCA Provide weekly collections reports to HQA staff on Final Order activities.

MINIMUM QUALIFICATIONS REQUIREMENTS

Three years of professional or non-professional accounting experience. 

Preference will be given to candidates that have a bachelor’s degree from an accredited college or university in a related field.
