Position Overview and Responsibilities
This position serves as the FX Program Director, in the Office of Florida Health Care Connections (FX), in the Agency for Health Care Administration.
This position is responsible for the FX initiative, under the direction of their direct supervisor and the FX Governance structure.
Interfaces with business units, Enterprise Project Management Office, and Strategic Enterprise Advisory Services vendor for the purpose of FX strategy development, solution discovery, service management, risk management and relationship management.
Serves as the business relationship linkage for the FX program between the business units and the executive level.
Proactively serves as the primary point of contact for business line executives, managers, and key contacts.
Duties and Responsibilities:
Facilitates the planning and execution of business changes through the use of technology.
Serves a lead role in enabling the business to achieve objectives through the effective use of technology.
Works with business units and executives to execute the FX strategy and vision across the Agency’s business units and, as applicable, other State agencies.
Must have strong understanding of each business unit and FX leadership expectations to include their business drivers for success, process and approaches to business models.
Successfully manage the relationship with the customer and all stakeholders; Report and escalate to management as needed; Coordinate internal resources and third parties/vendors for the FX program; Sets deadlines, assigns responsibilities, and monitors the progress of project and releases; Monitor changes to the project scope, project schedule, and project costs using appropriate verification techniques; Measure project performance using appropriate tools and techniques; Perform risk management to minimize project risks; Prepares reports regarding status of project for both internal and external review; Establish and maintain relationships with third parties/vendors;
Create and maintain comprehensive project documentation, legislative budget requests and supporting documents.
Provide project content expertise, which may include delivering presentations about the FX program and communicating the purpose, value and importance.
Oversees complete project lifecycle.
Assist in the production of business cases that quantify potential business benefits.
Coordinate and manage the creation and maintenance of procurement documents (e.g., Invitations to Negotiate).
Successfully lead all program implementation through federal certification; Ensure compliance with Medicaid Information Technical Architecture standards; Maintain all federally required Advanced Planning Document (APD) reporting to ensure continuation of the enhanced match of federal funds.
Effectively manage all contracts related to the support, implementation and delivery phases of the FX program; conduct vendor management activities and ensure open dialog between and among solution and support vendors; Establish a culture of continuous quality improvement between vendor and FX staff.

KNOWLEDGE, SKILLS, AND ABILITIES
•Knowledge of Medicaid programs, policies, procedures, and regulations is preferred (e.g., CMS guidelines, Florida Statutes)
•Knowledge of IT systems, such as Medicaid Management Information Systems (MMIS), health information exchanges (HIE), or electronic health records (EHR).
•Knowledge of data visualization tools (e.g., Tableau, PowerBI) to present system performance or project updates effectively.
•Knowledge of healthcare compliance requirements, including HIPAA, to ensure communications adhere to privacy and security standards.
•Knowledge in change management communications to support user adoption of new IT systems among healthcare providers and beneficiaries.
•Knowledge of plain language principles and accessibility standards (e.g., 508 Compliance) to ensure materials are understandable and usable by all.
•Strong project management skills to oversee communication campaigns, coordinate with cross-functional teams (e.g., IT, policy, legal), and meet deadlines.
•Exceptional interpersonal skills to build trust with diverse stakeholders, including low-income populations served by Medicaid.
•Analytical Skills: Ability to measure the effectiveness of communication campaigns using metrics (e.g., engagement rates, stakeholder feedback) and adjust strategies accordingly.
•Ability to develop and execute a comprehensive communications strategy tailored to diverse audiences (e.g., Medicaid beneficiaries, healthcare providers, state officials, IT teams).
•Ability to effectively translate technical IT concepts (e.g., system upgrades, data interoperability) into accessible language for varied audiences.
•Ability to navigate government regulations and tailor communications to meet federal and state reporting requirements.
•Ability to manage crisis communications, such as addressing system outages or public concerns about IT changes.
•Ability to navigate and participate in multiple daily meetings both virtually and in person.
•Ability to travel with or without accommodations.
MINIMUM QUALIFICATIONS REQUIREMENTS
• 5 years of experience working with government contracts or public sector IT initiatives.
• 5 years of experience in Health Care management and working with external vendors and stakeholders.
• 5 years of experience managing communications for complex, technical projects involving multiple stakeholders (e.g., government agencies, healthcare providers, IT vendors).
• 5 years of experience in healthcare, Medicaid, or public health sectors, ideally working with IT systems or digital transformation projects.
Preference will be given to candidates with the following certifications: PMI Certified Project Management Professional, Florida Certified Contract Negotiator, Florida Certified Contract Manager
