Position Overview:

This is an exciting opportunity to help shape the quality of health care in Florida.

We are seeking to hire a System Project Consultant who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. 

This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.

 

This position is a highly responsible position in the Data Warehouse Administration (DWA) Unit of the Bureau of Medicaid Data Analytics.

This position will play a role in operating and maintaining the Agency’s Enterprise Data Warehouse (EDW) contract and providing subject matter expertise on Agency and health care data.

 

This position is responsible for a role in operating and maintaining the Agency’s Enterprise Data Warehouse (EDW) contract and providing subject matter expertise on Agency and health care data.

 

This position will assist in collecting and storing data that conveys information about the Agency’s program (Medicaid and Health Care Policy and Oversight) to be used for operations, reporting and analysis in a cloud-based environment.

This responsibility includes the following tasks: coordinating with vendor, technical and business staff to capture and clarify business requirements, ensuring databases are populated timely, completely and accurately; delivering within approved time, scope, and cost parameters; verifying with the requestors that the data meets all business requirements; and monitoring business and program needs to ensure the databases are continuously improved.

Other responsibilities include building simple reports, dashboards, tables, charts, and other report graphics using Agency and industry standards and best practices and assisting other State EDW users with similar tasks.

 

This position will provide subject matter expertise on Agency and industry health care data and be able to communicate that expertise effectively to audiences with varying levels of health care experience.

This data will include, but not limited to, data created and used by Medicaid program staff and contracted vendors, industry standard data sets and formats (e.g., CPT, HCPCS, ICD-10, X12), and non-health care data sets that are potentially useful to the Agency (e.g., census data, geospatial data).

 

This position will communicate regularly with Agency, vendor, State and Federal staff and represent the bureau and Agency appropriately during those communications.

This responsibility will include, but not limited to, participating in Agency initiatives such as Florida Health Care Connections (FX), Enterprise Data Governance (EDG), Enterprise Change Control, Module Integration (MI) and Agency system procurements and implementations.

 

This position will provide subject matter expertise on data modeling, service-oriented architecture, application programming interfaces (API), batch extract, transform and load (ETL) processes, reporting and data visualization techniques and best practices.

This responsibility will also include, but not limited to, subjects such as data governance, master data management, and data lineage.

 

This position will be a primary point of contact for Agency, vendor, and State and Federal staff for change control processes involving the EDW. 

This includes changes to data models, APIs, batch or ETL processes, and can refer to changes made solely for reporting purposes or changes with operational impacts as well.

 

This position also performs other duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES

•Proficiency with implementing industry best practice methods of data collection and analysis.

•Proficiency with SPSS, SAS or other statistical analysis software

•Proficiency with R'Python, C++ or other software packages

•Expertise with reading and writing SQL (ANSI, MS SQL, Oracle or PostgreSQL preferred)

•Strong quantitative research and analytical skills

MINIMUM QUALIFICATIONS REQUIREMENTS

•3 years of experience manipulating and analyzing large data sets.

•2 years of experience compiling data into graphically intensive reports.

•3 years of experience using Microsoft Office products (especially Excel, VBA and Access).

 

•A bachelor’s degree in mathematics, computer science, or social science is preferred and can substitute for one year of experience in compiling data into graphically intensive reports. One year of experience in health care analysis may also substitute for one year of experience compiling data into graphically intensive reports.
