The Contract Manager is responsible for overseeing and administering all contracts with vendors and subawardees supporting the Florida Rural Health Transformation Program (RHTP).

This position serves as the primary contract management authority for the program, ensuring that all vendor and subawardee agreements are executed, monitored, and administered in accordance with Florida law, Agency policy, and federal cooperative agreement requirements.

 

This position requires deep, practical knowledge of Florida procurement and contracting laws, rules, and policies, combined with the ability to independently manage complex, multi-vendor contract portfolios in a grant-funded environment.

The Contract Manager will serve as the primary liaison between the Rural Health Transformation Program Office and the Agency’s Contract Management and Procurement Office, and will coordinate with legal, budget, and finance offices to support all aspects of contract execution and administration.

 

The position reports directly to the Rural Health Transformation Program Director.

 

Key Responsibilities:

•Administer and oversee all RHTP contracts with vendors and subawardees, serving as the central point of accountability for contract performance, compliance, and deliverable fulfillment across all program initiatives.

•Monitor vendor and subawardee performance against contract terms, deliverable schedules, and program requirements; document findings and initiate corrective action as needed.

•Review and approve vendor and subawardee invoices, payment requests, and supporting documentation for accuracy, allowability, and alignment with contract terms prior to submission for payment processing.

•Track contract timelines, renewal and expiration dates, deliverable milestones, and reporting deadlines; proactively identify and address performance gaps or compliance concerns.

•Prepare, review, and process contract amendments, modifications, and renewals for accuracy, completeness, and alignment with program requirements and applicable law.

•Lead the development, review, and execution of procurement documents — including scopes of work, competitive solicitations, and supporting materials — to establish program contracts.

•Provide expert-level guidance on Florida procurement and contracting laws, rules, policies, and best practices to ensure all program procurements and contracts meet statutory and regulatory requirements.

•Serve as the primary liaison to the AHCA Contract Management and Procurement Office, ensuring clear communication, timely coordination, and compliance with Agency contract management and procurement procedures.

•Support evaluation processes for vendor and subawardee selections, including development of evaluation criteria, review of responses, and documentation of procurement decisions.

•Maintain organized, accurate, and audit-ready contract files and documentation for all RHTP vendors and subawardees, consistent with 2 CFR Part 200 and Agency records management requirements.

•Advise program leadership and staff on contract management practices, performance monitoring, and vendor and subawardee relations.

•Coordinate with legal, procurement, budget, finance, and program teams to resolve contract disputes, performance issues, and compliance concerns.

•Assist program leadership in identifying appropriate procurement strategies and methods for each initiative.

•Provide training or guidance to internal staff on contract administration expectations, vendor oversight responsibilities, and subawardee monitoring obligations when needed.

KNOWLEDGE, SKILLS, AND ABILITIES

•Extensive knowledge of Florida procurement and contracting laws, rules, procedures, and systems.

•Demonstrated experience administering, monitoring, and managing contracts with vendors and/or subawardees for a Florida state agency or comparable environment.

•Knowledge of federal grant compliance requirements applicable to contract and subaward administration, including 2 CFR Part 200.

•Strong attention to detail and ability to ensure accuracy, compliance, and clarity in contract documentation, invoicing review, and performance monitoring.

•Ability to work independently and manage multiple contracts, priorities, and deadlines simultaneously.

•Excellent written and verbal communication skills, with the ability to communicate contract requirements and performance expectations clearly to vendors, subawardees, and internal stakeholders.

•Strong analytical and problem-solving skills, including the ability to identify performance gaps and compliance risks and recommend corrective action.

•Ability to establish and maintain effective working relationships with internal and external partners, including vendors, subawardees, legal counsel, and procurement staff.

 

MINIMUM QUALIFICATIONS REQUIREMENTS

Five years of experience in contract management, procurement, or a combination of both.

 

Preference will be given to candidates with:

•Experience managing contracts with vendors and/or subawardees within a Florida state agency.

•Experience administering contracts in a health care, public health, or grant-funded program environment.

•Experience monitoring subawardee compliance, reviewing invoices and deliverables, and documenting performance.

•Experience coordinating with legal, procurement, budget, and finance offices on contract execution and administration.

•A bachelor’s degree in public administration, business administration, legal studies, or related field.

•Florida Certified Contract Manager (FCCM) or Florida Certified Contract Negotiator (FCCN).
