The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives.

Position Overview:

This is not a remote worker (teleworker) position.

 

SALARY RANGE

$2,461.17 - $4,038.46 Biweekly ($63,990.42 - $104,999.96 Annually)

Salary is negotiable based on experience.

This is a managerial position responsible for the administration and management of accounts receivable; ensuring proper and most efficient use of revenue; the oversight of the administration of federal grant funds as well as providing for the recording and reporting of grant expenditures within federal and state timeframes; and the direction and administration of the following units in the Bureau of Financial Services (Bureau): Grants Reporting, Medicaid Accounts Receivable, and Revenue.

 

Responsible for the maintenance and collection of accounts receivable generated from participating in the Florida Medicaid program and activities related to regulated health care facilities. 

Manages the collection process, bankruptcy coordination, annual debt write-off request, and referral of overdue debt to the debt collection agency.

 

Responsible for the federal draw process to fund the Florida Medicaid [Medical Assistance Programs (MAP) and Administration (ADM)] program, Children's Health Insurance Program (CHIP), Survey and Certification (S&C)/Clinical Laboratory Improvement Amendments (CLIA) programs; preparation of the Agency’s Indirect Cost Allocation Plan (INCAP); Public Assistance Cost Allocation Plan (PACAP); and recording and reporting of grant expenditures.

 

Responsible for the administration and management of revenue activities including receiving, depositing, recording, projecting, and reconciling of fees, assessments and grant revenue.

 

Manages the completion and submission of the Cash Management Improvement Act (CMIA) annual report; Revenue Cap Annual Report; Agency Debt Collection Report; bi-annual position certification; Schedule of Expenditures of Federal Awards (SEFA) Report; Agency Annual Match Report; Agency Electronic Revenue Report; Bureau's portion of the Annual Fraud Report; Federal Grant Due To/Due From; annual Federal Funding Accountability and Transparency Act (FFATA) Report; and other reports as required.

 

Directs the development and preparation of accounting and management statements, forecasts, revenue projections, and financial management reports as required.

 

Responsible for and develops policies and procedures for accounts receivable, Agency debt write-offs, debts referred to the collection agency as well as the Grants Reporting, Medicaid Accounts Receivable, and Revenue units.

 

Participates in management evaluations, federal and state audits, and the development of corrective action plans. 

Participates in the preparation of the annual statewide financial statements, Schedule Is, and supporting documentation. 

Assists with identifying revenue sources to fund projects and anticipated expenditures.

Provides technical assistance and consultation to Agency offices and auditors to ensure compliance with financial administrative requirements as needed.

 

Supervises, communicates, motivates, trains, and evaluates employees.

Plans and directs employees’ work and has the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action for the Grants Reporting, Medicaid Accounts Receivable, and Revenue units.

 

Performs other related duties and responsibilities as needed.

 

Some travel may be required within the Tallahassee area with little to no travel anticipated outside of this area.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of systems, analyses, principles and practices; Florida Accounting Information Resource (FLAIR) system; basic mathematics and calculations; basic accounting; Agency programs and their respective funding; and computer software and hardware. 

Ability to establish and maintain effective working relationships with others; communicate effectively both verbally and in writing; extract, analyze, interpret and report data contained in the Agency's financial reports; prepare forms related to grant reporting; process information; research and adjust the Agency's financial data; conduct short- and long-range planning studies; and communicate with other agencies.

 

MINIMUM QUALIFICATIONS REQUIREMENTS

5 years or more working in State Financial Services.

5 years or more in state revenue management.

5 years in management of financial services programs and processes.

3 years interpreting financial data.

3 years or more experience with Microsoft Suite of programs.

 

A bachelor's degree can substitute on a year-for-year basis for State Financial Services experience.
