The Bureau of Field Operations is responsible for the survey and certification process of health care facilities across the State of Florida.
These surveys ensure that all state licensed, and federally certified health care facilities meet the established state and/or federal requirements and patients and residents receive safe, quality health care.
Field Operations staff also ensure the safety of residents in health care facilities when emergencies such as natural disasters occur.
This is a highly responsible professional position conducting planning, research, training and development, reporting, and response activities for the Agency’s Emergency Preparedness and Response Team.
This position requires extensive written and verbal skills in the areas of data collection, creating plans, developing training materials, and presentation of work products to selected audiences in written and verbal formats.
This position has been identified as mission essential.
The incumbent in this position may be required to work during the weekend or on holidays.
In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.
Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work.
Emergency duties may include, but are not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
Specific duties include:
Participates in professional developmental activities and job-related training and educational courses, completing assignments timely.
Assess readiness within the division; ensuring mission essential functions are identified.
Represents the Agency at the Department of Health’s Patient Movement branch. Assists with scheduling of Patient Movement staff upon activation.
Monitors the AHCAEOC shared mailbox daily ensuring responses to providers and others are handled timely.
Provides support to management to coordinate updates to the Emergency Operations Plan (EOP) for the Division of Health Quality Assurance.
Provides support to management to coordinate updates to the Continuity of Operations Plan (COOP) for the Division of Health Quality Assurance, ensuring all Emergency Call Lists, and Delegation and Succession Forms for all Bureaus and Field Offices are updated yearly, and completed documents submitted to General Services.
Assist with updates to all standard operating procedures, guides, and job aids related to emergency preparedness and response.
During Emergency Events and pre-season preparation conduct federal emergency preparedness surveys, generator monitoring, and post-incident assessments.
The incumbent in this position will be responsible for accurate and timely completion of all survey tasks.
Coordinates with team members when conducting surveys.
Performs survey tasks, documents findings, and prepares reports evaluating facility compliance.
Performs survey activity in accordance with federal and state requirements and timelines and as directed by the area office supervisor or designee.
Performs follow-up visits to evaluate correction of deficiencies within mandated time frames, conducts complaint investigations and unannounced appraisal/surveillance visits to determine compliance with federal and state regulations.
Prepare applicable reports upon completion of visit and submits timely.
Complies with all AHCA personnel policies and procedures.
Develops emergency preparedness and response training and training tools and performs training for Agency staff to assist with preparedness and response activities.
This includes pre-season preparation training and after-action activities.
Will develop and deliver presentations and share preparedness and response information in multiple venues in accordance with established guidelines appropriate for the audience and learning objectives.
Work with bureaus within the division to ensure Pre-Season preparations are completed timely.
Handle and/or support Emergency Patient Look-Up System (E-PLUS) activities.
Work with appropriate staff to ensure Emergency Resources are posted on the Agency’s webpage.
Conducts outreach to providers and other stakeholders related to emergency planning and response as directed, including call downs to facilities for reporting statuses.
Performs other administrative functions, including the review of different reports to ensure accuracy prior to the supervisor's signature.
Assists the supervisor in the development of technical standards and reports, procedure manuals, educational and technical material, and related professional information.
Trains staff in methods of performing surveys, complaint investigations, as well as Emergency Preparedness surveys.

MINIMUM QUALIFICATIONS REQUIREMENTS
Four (4) years of professional experience in program research, program planning, program evaluation, systems analysis, or administrative work.
Two (2) years of experience with Microsoft Office (Outlook, Word, Excel). Preference will be given to candidates with emergency response and/or training experience.
