Position Overview:

This is not a remote worker (teleworker) position.

 

SALARY RANGE - $1,298.46 - $2,594.11 Biweekly ($33,759.96 - $67,446.86 Annually).

Salary is negotiable based on experience.

This position is responsible for performing accounting activities in the Disbursements Section of the Bureau of Financial Services.

These duties require knowledge of the Department of Financial Services (DFS) rules and regulations, the Florida Accounting Information Resource (FLAIR) system, and the Agency for Health Care Administration (AHCA) accounting procedures.

All disbursements shall adhere to Section 215.422, F.S. (prompt payment), Section 112.061, F.S. (travel), Chapter 69I-40, F.A.C., DFS guidance (such as memos, Reference Guide for State Expenditures, etc.) and all other financial or audit requirements.

 

The incumbent in this position performs independent professional accounting tasks relating to the disbursement of Medicaid funds, including the reconciliation of FLAIR Medicaid payment records to the State Comptroller's records.

Assists the Supervisor and Financial Administrator with the Weekly Medicaid Run, Medicaid Burn Reconciliation and Medicaid Cash Monitoring Sheet Reconciliation.

 

Processes assigned invoices in MyFloridaMarketPlace (MFMP) as the Exception Handler/Invoice Manager and in FLAIR.

Performs an internal audit review to determine the validity of the invoices received prior to submission to the Department of Financial Services.

Performs a thorough audit review of vouchers, as assigned, to ensure proper documentation is on file, the three-date stamp is completed correctly, and the invoice and/or statement is accurate and in compliance with the contracts and rules.

Reviews account coding to ensure transactions are recorded properly and established procedures are followed.

Keeps accurate payment records for each payment in accordance with the AHCA accounting procedures.

Provides technical assistance to AHCA staff regarding MFMP and non-MFMP payments.

 

Responds to MFMP and non-MFMP voucher inquiries from vendors, programs, offices, the Vendor Ombudsman and DFS in a thorough and timely manner.

Performs all necessary research to resolve discrepancies and disputes.

Serves as the Lead Finance Approver for purchase requisitions in MFMP.

 

Reconciles outstanding encumbrances.

Works closely with the appropriate staff to resolve issues and corrections in a timely manner to ensure that encumbrance balances are reflected accurately in the Agency's accounting records by the close of each month.

 

Participates in the certified forward process by establishing payables for all prior year invoices or payments due as of June 30th.

 

Performs other duties and responsibilities as required.

MINIMUM QUALIFICATIONS REQUIREMENTS

Requirements:

•Three (3) years or more of accounts payable experience.

•Two (2) years or more of State of Florida contract and grant payment experience.

•Two (2) years or more of processing payments in MyFloridaMarketPlace (MFMP) for the State of Florida.

•Two (2) years or more of working in Microsoft Office Suite.

 

Preferences:

•High school diploma or its equivalent; and

•A bachelor's degree in accounting or a related field and two (2) years of professional accounting experience; or any combination of non-professional and professional experience and college education of 60 semester or 90 quarter hours for each year, provided such education includes two (2) courses in accounting, can substitute on a year for year basis for the required experience; or

•A master's degree from an accredited college or university in accounting or possession of a Certified Public Accountant (CPA) Certificate and one (1) year of professional accounting experience.

•Two (2) years or more of experience with the Florida Accounting Information Resource (FLAIR) system or other accounting software.
