Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire a Systems Project Analyst who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Bureau of Medicaid Program Finance (MPF) and a part of AHCA.
This position reports directly to the Bureau Chief of Medicaid Finance.
MPF manages and projects Florida’s $33.7 billion Medicaid Services budget, oversees financial reporting of the Agency’s contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers.
This position is responsible for assisting with the development of Social Services Estimating Conference materials including the KidCare Caseload, KidCare Expenditures, Medicaid Caseload and Medicaid Expenditures.
Maintains statistical summaries, based on Social Services Estimating Conference, which will provide thorough charts, graphs, and tables using basic data that is relevant to the Florida Medicaid Program.
Produces monthly statistical summary of caseloads and Medicaid expenditures.
Assists in the Develop of fiscal analyses of proposed program changes including proposed federal and state legislation, rules, regulations, or other proposals which would have an impact on the Medicaid program.
Assists in Coordinating the responses from other affected programs within the Agency and with other state agencies. Assists in the preparation of fiscal notes to bill analyses or, when appropriate, complete bill analyses.
Assists in conceptualizing new approaches for examining expenditures, utilization of Medicaid services, and enrollment in Medicaid programs and finances to develop recommendations for revisions to program policies or procedures for improving the efficiency and effectiveness of the Medicaid program.
Assists in designing and conducting various research studies and analyzes Medicaid’s program expenditures, caseloads, service utilization, service costs, and other factors which have the most significant impact on the growth of Medicaid costs.
Assists in the development of expenditure projections and trend analyses for detecting and analyzing trends and deviations in programs; conducts data collection and analysis activities related to the completion of special analyses and studies of research projects.
Designs models needed to collect, assimilate, and report Medicaid program data and information necessary for program assessment and decision making.
Maintains detailed, up-to-date knowledge of Florida Medicaid including the Florida State Plan, Florida Statues, Florida Administrative Code, Federal Medicaid rules and regulations, rules and regulations for Health Care Administration, provider manuals, Medicaid billing procedures, basic computer processing, statistical analysis software, information retrieval, and management reporting capabilities.
Remain informed about Medicaid-related activities of the Agency and about the operations of the Medicaid fiscal agent.
Provides research support and data analysis to other Medicaid offices.
Upon request of supervisor or other management staff. Assists in federal reporting requirements, fiscal analyses, analyzing utilization patterns.
Analyzes actual and projected Medicaid expenditure, caseload, price, and utilization data to produce quarterly HCFA Form 37 reports (CMS 37).
Compare the prior quarterly CMS 37 projections report to the HCFA Form 64 (CMS 64) actual expenditures quarterly report to determine the accuracy of the projected expenditures.
Performs other related duties as required.
This position will have to report to the Headquarters in Tallahassee.
This position is not a remote or telework position.

KNOWLEDGE, SKILLS, AND ABILITIES
Advanced Excel skills, including knowledge of Pivot Tables, Lookup functions, IF statements, nesting formulas, formatting for publication, mail merge, and other more complex functions.
Knowledge of macros is preferred.
Knowledge of and skill using Microsoft Office Programs.
Ability to create process flows/workflows for automated and manual business systems.
Ability to create computer flowcharting techniques.
MINIMUM QUALIFICATIONS REQUIREMENTS
Two years professional experience related to economics, accounting, actuarial science, applied mathematics, or statistics.
Two years of professional experience using Microsoft Excel at an advanced level.
Bachelor's degree from an accredited college or university with a degree in a field related to economics, accounting, actuarial science, applied mathematics, or statistics being highly preferred.
Professional experience as described above can be substituted on a year-to-year basis for the preferred college education.
