Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire an Actuarial Manager (Economist Supervisor-SES) who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Bureau of Medicaid Data Analytics.

As the Agency hub for analytics, reporting, and visualization, the Bureau of Medicaid Data Analytics examines critical aspects of Floridians’ health, health care services and costs, and is vital to managed care rate setting, health care economics, and health plan evaluation.
This position is responsible for providing management and consultative services to the Bureau Chief and leads and oversees the Medicaid Actuarial Services section.
This position has the Working Title of Actuarial Manager.
This includes, but is not limited to, coordinating activities that include analyses and technical and analytical support with regards to the managed care rate setting process and methodologies and serving as consultants regarding impact of state, federal or other policy changes.
The incumbent in this position is responsible for coordinating work and supervising employees.
The incumbent is responsible for communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.
The incumbent in this position has the authority to hire, transfer, suspend, lay-off, recall, promote, discharge, assign, reward, and discipline subordinate employees supervised by the position or effectively recommend such action.
The incumbent in this position shall maintain up-to-date knowledge concerning the Florida Medicaid program, including pertinent Federal laws and regulations, state statutes and rules, the Florida Medicaid State Plan and its amendment processes, Medicaid Managed Care Waivers and Medicaid program manuals.
The incumbent in this position shall remain informed about the operations of the Medicaid fiscal agent, including Medicaid claims processing, billing procedures, reimbursement methodologies and provider enrollment.
The incumbent in this position shall remain informed about Medicare and other federal and state health care related programs, including other state and national Medicaid-related research and demonstration projects, health care program innovations for special populations, and alternative financing and service delivery systems models.
The incumbent shall maintain knowledge about the Medicaid State Plan, waivers, regulations, and processes.
The incumbent in this position shall maintain up-to-date knowledge of the Florida Medicaid Management Information Systems (FMMIS), basic computer processing, statistical analysis software, and information retrieval and management reporting capabilities.
The incumbent in this position is responsible for coordinating work and supervising employees.
The incumbent in this position leads, develops, coordinates, and/or executes strategic planning activities for the Medicaid Actuarial Services Section in order to assist in implementing goals, objectives and priorities of the Medicaid program.
The incumbent oversees program planning activities in order to promote access to care, improve the quality of care and increase the efficiency and cost-effectiveness of the Medicaid program related to Medicaid programs.
The incumbent in this position is responsible for performing independent analyses and working with Agency staff and contracted entities as a resource in the Medicaid managed care rate setting process; reviewing managed care rates to determine compliance with applicable state and federal laws, rules, and regulations and making recommendations to the Bureau Chief of Medicaid Data Analytics for Medicaid for action on findings, and providing technical and analytical support to Agency analytical staff on work related to state Medicaid managed care plans, claims administration, financial analysis/projections.
The incumbent in this position shall utilize experience and expertise in matters of rate analysis for managed medical assistance care and managed long term care for various populations covered by Medicaid categories, IBNR analysis, Medical Loss Ratio analysis, achieved savings analysis, benchmark analysis, and plan financial analysis; shall develop cost estimates for Medicaid programs; shall serve as actuarial consultant regarding impact of legislative changes, review proposed legislation, and make recommendations for revisions of statutes or administrative rules, and shall serve as a resource to the Agency in all other rate setting processes.
The incumbent in this position is responsible for the reporting, analyzing, and interpreting of statutorily required data and statistics related to Medicaid data, and Agency rules and regulations consistent with Agency interpretation.
The incumbent in this position shall represent the Agency in local, state or national meetings, conferences, workshops and seminars related to managed care rate setting for the Medicaid program.

MINIMUM QUALIFICATIONS REQUIREMENTS
• Three years of professional experience utilizing Excel.
• Four years of professional experience utilizing Access, SQL, SAS, or other Database programs.
• One year of actuarial experience in managed care is preferred.
• Candidates who have passed more than three actuarial exams will be given preference. Three (3) VEE credits may substitute for an exam.
• Preference will be given to candidates with a bachelor’s degree or a more advanced degree from an accredited college or university in a relevant discipline such as mathematics, actuarial science, or statistics.
