Position Overview and Responsibilities
This position serves as the Transformation Communications Lead in the Transformation Unit, in the Office of Florida Health Care Connections (FX) in the Agency for Health Care Administration. In this role, this position leads a team of two Agency staff as direct reports. This position reports directly to the Transformation Manager. FX is tasked with the modernization of the AHCA MES (Medicaid Enterprise Systems), driving a transformation of people, business processes, and technology. This position, and its Unit, are instrumental in coordinating and aligning business and technology in this transformation.
Duties and Responsibilities
Assist with the oversight of daily operations, ensuring tasks are completed in a timely and accurate manner. Identify areas for process improvement and implement effective solutions. Monitor and analyze key performance indicators (KPIs) to drive operational success. Develop and maintain continuous improvement strategies.
Ensure compliance with industry regulations, company policies, and safety standards; identify, document, and mitigate operational risks; prepare and present operational reports to senior management; and ensure a high level of operational service is maintained.
- This position will function as a communications lead over delivery of new FX information systems and interfaces, as well as the daily support, maintenance, and enhancement of existing FX system operations to directly support AHCA's mission.
- This quasi-technical position is responsible for working with customers and stakeholders to understand Medicaid application software and internal and external system user workflows and drive technical teams to produce clear concise user communications from complex technical documentation.
- The incumbent achieves operational objectives by implementing quality and customer-service standards, resolving problems, determining system improvements, and implementing change.
- The incumbent will facilitate communication between technical and business staff, mentor and assist other communications systems and analysts, and oversee effective completion of tasks by other team members.
- Manage execution of the FX Program Integrated Communications Plan to incorporate accurate, timely, and relevant FX project and program updates into weekly, monthly, quarterly, annual internal and external stakeholder communications for FX Insight, FX Summit, Videos, FX External Websites, FX Enterprise Portal, FX Director updates, FX Leadership talking points, FX Change Champions, FX Q&A response procedures, and FX Knowledge Repository.
- Maintain FX Stakeholder Matrix, responsible for keeping contact information up to date for FX communications distribution and providing direction to vendors on stakeholder information.
- Manages FX Glossary to ensure consistent terminology across FX.
- Manages FX Employee, Executive, and Vendor FX Onboarding Presentations.
- Provide Communications strategy direction and procedures to execute FX Program and Project Organizational Change Management (OCM) activities which includes the development and distribution of tools and materials to stakeholders to support stakeholder knowledge and change readiness.
- Build and manage FX Communications standard procedures and process definition.
- Manage FX mailbox, FAQs, and Feedback content and responses. Contribute to improving customer support by actively responding to queries and handling complaints. Follow-up with FX stakeholders and customers to identify areas of improvement. Set specific FX customer service standards for timeliness and accuracy and provide regular reports to leadership. Provide customer feedback to the appropriate internal teams.
- Responsible for leading the development of unified communications to multiple stakeholder audiences across several projects and FX system operations.
- Participate in FX Software Development and Release Management activities to provide oversight and guidance for FX Organizational Change Management, Communication, and Training activities
- Provide direction to vendor communications deliverables and manage the development, approval, and distribution of stakeholder communications.
- Manage FX branding and marketing activities.
- Manage FX system alerts, training and functionality release notes notifications development and distribution.
- Manage customer service surveys.
- Oversees development of FX Infographics.
- Complete other duties and special projects as assigned and lead them to completion when assigned to employees reporting to this position.

Knowledge, Skills, and Abilities
- Proven track record of managing communications for complex, technical projects involving multiple stakeholders (e.g., government agencies, healthcare providers, IT vendors).
- Experience with crisis communications and navigating regulatory or compliance-driven environments.
- Familiarity with Medicaid programs, policies, and regulations is preferred (e.g., CMS guidelines, Florida Statutes)
- Basic understanding of IT systems, such as Medicaid Management Information Systems (MMIS), health information exchanges (HIE), or electronic health records (EHR).
- Ability to develop and execute a comprehensive communications strategy tailored to diverse audiences (e.g., Medicaid beneficiaries, healthcare providers, state officials, IT teams).
- Expertise in crafting clear, concise, and compelling messages about complex IT systems for non-technical stakeholders.
- Proficiency in stakeholder engagement, ensuring alignment among government agencies, vendors, and community organizations.
- Proficiency translating technical IT concepts (e.g., system upgrades, data interoperability) into accessible language for varied audiences.
- Experience with digital communication tools, including social media, content management systems and email marketing platforms.
- Familiarity with data visualization tools (e.g., Tableau, Canva) to present system performance or project updates effectively.
- Understanding of healthcare compliance requirements, including HIPAA, to ensure communications adhere to privacy and security standards.
- Ability to navigate government regulations and tailor communications to meet federal and state reporting requirements.
- Strong project management skills to oversee communication campaigns, coordinate with cross-functional teams (e.g., IT, policy, legal), and meet deadlines.
- Experience leading a team, managing budgets, and working with external vendors (e.g., PR firms, graphic designers).
- Exceptional interpersonal skills to build trust with diverse stakeholders, including low-income populations served by Medicaid.
- Ability to manage crisis communications, such as addressing system outages or public concerns about IT changes.
- Expertise in change management communications to support user adoption of new IT systems among healthcare providers and beneficiaries.
- Knowledge of plain language principles and accessibility standards (e.g., 508 Compliance) to ensure materials are understandable and usable by all.
- Analytical Skills: Ability to measure the effectiveness of communication campaigns using metrics (e.g., engagement rates, stakeholder feedback) and adjust strategies accordingly.
- Public Speaking and Media Relations experience representing an organization in public forums, media interviews, or legislative hearings.
- Ability to navigate and participate in multiple daily meetings both virtually and in person.
- Ability to travel with or without accommodations.
Minimum Qualifications
- 5 years of experience in communications, public relations, or marketing, with at least 3–5 years in a leadership role.
- 2 years of experience in healthcare, Medicaid, or public health sectors, ideally working with IT systems or digital transformation projects.
