Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire a Senior Management Analyst II-SES who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Bureau of Medicaid Program Finance (MPF).
MPF manages and projects Florida’s $33.7 billion Medicaid Services budget, oversees financial reporting of the Agency’s contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers.
This position is responsible for developing, directing, coordinating, and evaluating the activities of the program analysis office related to selecting and implementing the most efficient and effective means of collecting, analyzing, and processing relevant Medicaid data; developing forecasting models to project caseloads and program expenditures determining the fiscal impact of changes or proposed changes in laws, rules, regulations, or policy; producing required state and federal statistical reports; and coordinating ad-hoc and special reporting requests with Medicaid’s fiscal agent.
The incumbent maintains detailed knowledge of the Medicaid program including Florida State Plan for Medicaid, Florida statutes, Florida Administrative Code, Medicaid federal regulations, provider manuals, the Florida Medicaid Management Information System (FMMIS), and the operations of the Medicaid fiscal agent.
The incumbent also maintains knowledge of Medicare and other health care programs related to indigent health care, and must be knowledgeable in fiscal planning methodologies and techniques, automated at processing, statistical analysis software, and information retrieval and management reporting capabilities.
A good attendance record is essential for any individual in this position as the work involved occurs daily and is time sensitive. The individual in this position is expected to report to work daily and on time.
This position has been identified as mission essential.
The incumbent in this position may be required to work during the weekend or on holidays.
In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.
Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work.
Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
This position is not a remote or telework position.

KNOWLEDGE, SKILLS, AND ABILITIES
Ability to supervise a staff of 3 or more.
Ability to write computer programs/algorithms.
Ability to analyze needs and product requirements and conduct tests for performance measurement.
Knowledge of computer software applications including but not limited to Microsoft Windows (MS) Operating Systems, MS Word, MS Excel, MS PowerPoint, MS Access, MS Visio Professional, MS Project Professional, MS SQL Server 2000/2005, R/S-Plus.
Knowledge of organizational planning, coordinating and execution.
Knowledge of creating process flows/workflows for automated and manual business systems.
Ability to travel with or without accommodations.
MINIMUM QUALIFICATIONS REQUIREMENTS
- Two years of professional experience related to mathematics, budgeting, accounting, financial analysis, statistical analysis, or research.
-Two years of experience working with SQL, SAS, or other statistical analysis software to manipulate and analyze multi-million record administrative databases.
-Two years of professional experience using Microsoft Excel and Word.
- Professional experience writing official documents for state and federal requirements is preferred.
- Experience related to budgeting or forecasting is preferred.
- Experience interpreting, analyzing, and implementing state and federal language is preferred.
- Two years of experience with R Studio and Tableau is preferred.
- A bachelor's degree from an accredited college or university in a field such as accounting, finance, economics, mathematics, or statistics is highly preferred. A master's degree in a compatible field, as mentioned above, can equate to two years of professional experience.
- Professional experience as described above can substitute on a year-to-year basis for the preferred college education.
