Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire a Government Operations Consultant III who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Medicaid Director's Office, within the Medicaid Oversight & Coordination(MOC) Unit. MOC is responsible for legislative and communications/outreach efforts, project and process management, process improvement initiatives, coordinating human resource activities for the Division of Medicaid, Medicaid operational process tracking, and other cross-divisional tasks.
MOC is also responsible for training activities for staff within the Division of Medicaid and for the maintenance of Medicaid's internal and external websites.
This position is responsible for serving as the central point of contact on personnel issues for the Division of Medicaid.
Acts as the liaison between Human Resources and the Division of Medicaid. Provides direction and guidance to administrators and their staff in coordinating a variety of complex personnel functions.
Coordinates, reviews, provides direction and guidance, identifies issues and makes recommendations for resolution, for Division of Medicaid bureaus and field offices. Reviews, coordinates, and/or prepares personnel actions for the Medicaid Director's office including, but not limited to ePARs, CARs, RTAs, personnel packets for modification or transferring of positions, timely performance evaluation submissions, position descriptions, and maintains confidential personnel flies.
The incumbent is responsible for monitoring rate for the Division of Medicaid.
Incumbent should be able to rapidly provide up to date, on-demand reporting to management.
The incumbent will assist the Medicaid Director with ensuring that all Medicaid Bureaus are successfully operating within their rate allotment and will coordinate the transfer/reconstitution of rate on an as-need basis and as identified by the Medicaid Director.
The incumbent will prepare rate analysis reports for various management rate initiatives on an ad hoc basis.
Handles personnel/administrative functions for the Division of Medicaid, including reviewing policies, procedures and guidelines, as well as researching and evaluating the impact on the Medicaid program, bureaus and area offices.
Identifies division-wide HR operational needs and coordinates statewide personnel data collection and reporting quality initiatives within the Division.
Researching issues related to personnel and making recommendations to Medicaid management, coordinating and overseeing technical personnel assignments and special projects delegated by Medicaid management and Human Resources (HR).
This position is not a remote or telework position.

MINIMUM QUALIFICATIONS REQUIREMENTS
•2 years of experience using Excel to prepare spreadsheets for use in the collection/analysis of data
•2 years of experience reviewing and/or preparing documents for use in HR, personnel or an administrative capacity
•2 years of experience processing and approving personnel packets: PARs, CARs, RTAs, (etc.)
•2 years of experience tracking rate/budget.
•1 year of experience processing web updates
•A bachelor’s degree from an accredited college or university is preferred
