Position Overview:

This is an exciting opportunity to help shape the quality of health care in Florida.

We are seeking to hire a Government Operations Consultant I who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. 

This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.

 

This position is located in the Bureau of Medicaid Quality.

Medicaid Quality provides data-driven, focused and systematic feedback on the quality of Florida’s Medicaid program to federal and state agencies, Medicaid recipients, Medicaid managed care plans, and providers.

The Bureau of Medicaid Quality has a strong focus on providing more comprehensive care, improving health outcomes, and reducing costs.

 

This position is responsible for advanced administrative, consultative, and technical assistance activities related to a variety of operational procedures within the bureau.

 

Knowledge

The incumbent is responsible for:

•Maintaining up-to-date knowledge of Agency rules and regulations pertaining to personnel management policies and procedures, including evaluating its impact on bureau operations.

•Maintaining up-to-date knowledge of programs and systems used by the Agency, such as CorrFlow, Statewide Travel Management System, and My Florida Market Place.

•Acquiring and maintaining general knowledge about the Florida Medicaid and KidCare programs and the functional responsibilities of sections/units within the bureau, including Agency administrative procedures that affect office management practices.

 

Communication

The incumbent is responsible for:

•Developing constructive and cooperative working relationships with others in order to fufill the duties of the position.

•Attending personnel related meetings.

•Conducting training for new employees on bureau administrative and operational processes, including providing a welcome packet with information for new employees.

•Conducting training if changes occur to the personnel policies and procedures, including providing technical assistance/training to staff to ensure effective implementation.

•Serving as CorrFlow lead for the bureau.

•Serving as the central point of contact for all personnel issues within the bureau.

•Serving as the liaison between Human Resources and the bureau.

•Managing the general Quality Inbox, including making assignments to appropriate staff and ensuring completion of close out of tasks.

•Notifying managers within the bureau timely of any personnel actions that need to be completed in order to ensure compliance with Agency policies and procedures.

•Assisting with the development, maintenance, and review of policies and procedures for accuracy and completeness to ensure that the bureau operates in accordance with the goals and objectives of the Agency, state and federal laws, rules, regulations, and guidelines.

 

Personnel Administration

The incumbent in this position is responsible for preparing, reviewing, and completing all personnel action requests (appointments, demotions, transfers, etc.) for the bureau, including:

•Maintaining accurate and complete personnel files.

•Assisting managers in preparing job descriptions and in the annual review of position descriptions to ensure alignment with staff duties and responsibilities.

•Assisting managers in the preparation of advertisements.

•Performing a preliminary screening of applications to review for accuracy and completeness.

•Scheduling interviews with potential candidates, on behalf of the hiring manager, and preparing interview packets.

•Conducting pre-screening interviews with applicants, as requested by the hiring manager.

•Ensuring interviewees complete the necessary paperwork (signed application, background screening and verification form, etc.) on the date of the interview.

•Tracking completion of all bureau employee training requirements.

•Tracking completion of performance expectation setting/evaluations by managers within the bureau, in accordance with Agency policies.

 

Office Management

The incumbent in this position is responsible for:

•Providing administrative support to bureau Agency for Health Care Administrators.

•Serving as lead for the following:

       o Maintaining, restocking, and assisting with office equipment.

       o Developing, managing, and maintaining the inventory of office supplies.

       o Processing and tracking invoices related to copy machines, FedEx, and the Florida Administrative Register.

       o Coordinating surplus and office moves.

       o Handling the bureau’s mail daily and distributing to staff, as appropriate.

       o Coordinating and assisting with the archiving process.

•Serving as the safety warden for the bureau.

•Assisting with the compiling, arranging, or redacting of data and documents.

 

Other related duties as requested.

 

This position will be hired at the non-negotiable rate of $1,789.58 bi-weekly.

 

This position is not a remote or telework position.

MINIMUM QUALIFICATIONS REQUIREMENTS
