Where You Will Work:

The Bureau of Field Operations is responsible for the survey and certification process of health care facilities across the State of Florida.

These surveys ensure that all state licensed, and federally certified health care facilities meet the established state and/or federal requirements and patients and residents receive safe, quality health care.

Field Operations staff also ensure the safety of residents in health care facilities when emergencies such as natural disasters occur.

 

The Work You Will Do:

This is a highly responsible position reporting to the General and Operations Manager I withing the Survey & Certification Support Branch in the Division of Health Quality Assurance, Bureau of Field Operations.

The primary duties for this position include development of data reports, data extracts, and visualizations.

Duties also include oversight for electronic reporting of survey data by providers licensed or registered in Florida and certified under Medicare/Medicaid.

Duties also include: oversight for maintaining, using and meeting the bureau's data needs with the Automated Survey Processing Environment (ASPEN}, Certification and Survey Provider Enhanced Reports (CASPER), the Quality Improvement and Evaluation System (QIES & iQIES), and other database programs used by the Division.

 

The incumbent in this position will use a variety of software tools to create queries, reports, dashboards, and visualizations.

This may include Tableau, TOAD, QBIC, SAS, Postman Access, Excel, and SSRS.

Analyzes data for outliers, works with appropriate staff to ensure corrections are made, and ensures data is validated before release.

 

Ensures sufficient mechanisms are in place to monitor survey workload, improve data quality and meet federal & state workload requirements in accordance with the Mission & Priority Document, federal State Performance Standard System (SPSS) and federal laboratory State Agency Performance Requirements (SAPR}, as well as state statutory and rule required surveys.

This includes developing and conducting one-on-one or web-based or face-to-face training for the Bureau.

Shares best procedures for program improvement.

 

Provides database oversight for systems used to create data extracts and generate reports.

This includes monitoring for data integrity, identifying data outliers, maintaining passwords for accounts that feed data to the DataMart, maintaining back-up tapes, and troubleshooting equipment issues.

 

Communicates, both verbally and in writing, updated information and the status of upload completions, finalizations and outliers.

This includes the use of a variety of delivery methods (email, conference calls, face-to-face meetings, and web-based}

Develops, maintains, and enhances procedures and protocols.

Assists in the maintenance of error guides, upload references and job aids, and calculations for timelines compliance established federal and state requirements.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of automated Survey Processing Environment (ASPEN) and/or iQIES software, operations and equipment related to the licensure and certification of health facilities, and the documentation of health facility surveys.

Knowledge of methods of data collection and analysis.

Ability to organize data into logical format for presentation in reports, documents, and other written materials.

Ability to conduct fact finding research and utilize problem-solving techniques.

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.

MINIMUM QUALIFICATIONS REQUIREMENTS

Two (2) years of professional or nonprofessional experience in systems analysis, management analysis, or administrative work.

Preference will be given to candidates with experience or knowledge generating reports from the federal Certification and Survey Provider Enhanced Reporting (CASPER) system, Quality, Certification and Oversight Reports (QCOR) and SAS-VIVA, iQIES, Tableau, SSRS, TOAD, SAS, writing SQL statements and syntax queries.
