JOB DESCRIPTION:

This is a highly responsible professional and supervisory position with both technical and administrative responsibilities in the Division of Information Technology, Information System Development Methodology (ISDM) Unit.

The incumbent assists in the management, administration, and compliance monitoring for the ISDM Unit.

 

Duties & Responsibilities Include:

Supervises the business analyst staff. Plans and directs staff’s work, approves leave requests, conducts performance appraisals, hires new staff, and takes disciplinary action or recommends such actions when needed.

 

Ensures that business analysts are familiar with and adhere to the ISDM project methodology, processes, and standards along with Rule 60GG-1 F.A.C.

 

Ensures that business analysts use ISDM standards, methodologies, and standards to:

- Work with the customer to elicit, identify, and document project requirements, process maps, and workflows.

- Document requirements in the form that most closely meets the needs of the selected project management approach. This includes user stories, use cases, or traditional waterfall requirements.

- Create and maintain required project documentation, including but not limited to, meeting minutes, Requirements Traceability Matrix (RTM), process maps and workflows to document the “as-is” and “to-be” business processes, test plans, test scripts, test cases, troubleshooting guides, user guides, training materials, and project close out reports.

- Perform testing activities such as testing and validating work products, in addition to coordinating user acceptance testing with the customer.

 

Directs business analyst activities for assigned projects. Performs business analysis activities when a business analyst is not assigned to a project.

 

Manages complex IT projects as needed, using an agile, hybrid, or waterfall project management approach to support the Agency’s strategic plan by implementing legislative requirements, process improvements, and system enhancements.

Guides the team through all aspects of the project life cycle, including activities to define project scope and schedule, gather requirements, design, develop, test, and deliver high quality software applications.

Manages the project scope to deliver projects on time and within budget.

Works with project team members to create and define required project documentation, including but not limited to, the Risk and Complexity Assessment, project charter, project plan, security plan, spend plan, scope, schedule, deliverables, change logs, issue logs, risk logs, meeting agendas, meeting minutes, and weekly project status reports.

 

Assists the ISDM Unit Manager with the review and revision of ISDM forms, templates and standards as needed.

 

Serves as backup for the ISDM Unit Manager as needed.

Backup responsibilities include, but are not limited to, facilitating the Project Service Request (PSR) meetings to perform intake and initial triage of new project requests, facilitating the Agency’s Project Governance (APG) meetings to prioritize projects within the divisions as well as provide status updates on active projects, and participate on the Change Advisory Board to approve production deployments.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of the principles, practices, and techniques of business analysis for software development and maintenance projects, along with methods of data collection and analysis.

• Skilled with software development tools such as Azure DevOps or Jira, diagramming tools such as Microsoft Visio, and general software such as Microsoft Office 365 and SharePoint.

• Skilled in effectively communicating with technical and non-technical staff and all levels of management, both orally and in writing.

• Ability to supervise people.

• Ability to determine work priorities, assign work, and ensure proper completion of work assignments.

• Ability to compile, organize, and analyze data; ability to gather and document business requirements for software applications; ability to create process maps and workflow diagrams.

• Ability to establish and maintain effective working relationships with others.

• Ability to work independently and in teams.

• Ability to plan, prioritize, organize, and coordinate multiple projects and work assignments to meet deadlines and complete goals.

MINIMUM QUALIFICATIONS REQUIREMENTS  

• At least three (3) years of professional experience with business analysis or project management.

• At least two (2) years of professional experience supervising employees who report directly to you.
